CONSIDER APPROVING THE RESUMPTION OF THE ECONOMIC DEVELOPMENT COMMISSION TO VIRTUAL REGULAR MONTHLY MEETINGS TO ADVISE THE COMMUNITY DEVELOPMENT DEPARTMENT ON ESSENTIAL INITIATIVES  (CITY COUNCIL)

I.                     SUMMARY

In March 2020 the City Council suspended the operation of its commissions, committees and boards, with the exception of the Planning Commission, until further notice due to the COVID-19 global pandemic outbreak. Staff is requesting that the City Council authorize the Economic Development Commission (EDC) to resume virtual meetings to select its chair-person who may become a member of the CRA Board.  This selection is necessary since all the EDC seats have been vacated with new members being appointed by the City Council. 

      II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:                     

1.                     APPROVE the resumption of the Economic Development Commission to virtual regular monthly meetings or, as deemed necessary by staff, special meetings.

IV.                     BACKGROUND

Section 27104.6 of the Carson Municipal Code, Duties and Functions of Commission, states the following authority and duties for the EDC:

a.                     Act in an advisory capacity to the City Council, the Carson Redevelopment Agency, the City Manager, the Executive Director, and the Economic Development Group in all matters pertaining to economic development issues.

 

b.                     Evaluate and recommend methods, measures, and programs which will favorably impact the City’s business and industrial climate by attracting to and retaining business and industry in Carson, by providing assistance to firms having the potential of expanding their activities in Carson, and by creating a positive image of Carson as a place for business and industry.

 

c.                     Ensure a diverse economic and employment base for the City with a variety of business types, sizes, and markets, including small and disadvantaged businesses.

 

d.                     Review requests for City and Redevelopment Agency assistance and make recommendations to the City Council and Redevelopment Agency.

 

e.                     Coordinate projects with the Carson/Lomita/Torrance Private Industry Council that are designed to inform and educate citizens and businesses concerning its services.

 

f.                     Advise and assist other City Groups, Commissions and Committees in developing and administering programs and procedures which will further the City’s economic development goals and objectives.

 

g.                     Monitor regional projects, plans, and decisions which might impact the City’s economic development goals and objectives.

 

V.                     FISCAL IMPACT

None.  CDC commissioners do not receive stipends.
