Title

CONSIDERATION OF RESOLUTION NO. 21-002; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 3, 2020, THE RESULTS FOR CONTEST OF MAYOR, THE CITY COUNCIL, BALLOT MEASURE (SALES TAX) AND SUCH OTHER MATTERS AS PROVIDED BY LAW.

I.                     SUMMARY

On November 3, 2020 the City of Carson conducted its first District-Based General Municipal Election in consolidation with the Los Angeles County Registrar Recorder County Clerk (LARRCC). The LARRCC concluded the 28-day official canvass on December 1, 2020 and the following facts have been determined:

 

On the date of the election, Carson’s voter registration total was 63,443. The Voter turnout was 72.2 % with 45,776 votes cast either by mail or at vote centers throughout Los Angeles County for the Carson Municipal Election.

                     Contest for Mayor - Lula Davis-Holmes was duly elected to the office of Mayor garnering 14,050 votes, 32.7% of votes cast.

 

                     Member of the City Council District 1 - Jawane Hilton was duly elected to represent the 1st Council manic District garnering 5,786 votes, 51.2% of votes cast

 

                     Member of the City Council District 3 - Cedric L. Hicks, Sr. was duly elected to represent the 3rd Council manic District garnering 4,589 votes, 40.2% of votes cast.

 

                     Measure K was approved by the voters garnering 22,018 affirmative votes, 53.9% of votes cast. Upon City Council certification, Ordinance No. 20-2009 will be adopted and codified in the Carson Municipal Code.

 

The official canvass of the election is attached to the Resolution containing a report of the number of votes cast for each candidate and Ballot Measure K.

In accordance with Election Code Sections 10262(b) and 10263(b) prior to installing the new officers, the governing body shall adopt a resolution reciting the fact of the election and the other matters that are enumerated. Therefore, the City Clerk is submitting Resolution No. 21-002 for adoption.

 

II.                     RECOMMENDATION

Recommendation

 

1.                     WAIVE further reading and ADOPT Resolution No. 21-002, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 3, 2020, THE RESULTS FOR CONTEST OF MAYOR, THE CITY COUNCIL, and BALLOT MEASURE (SALES TAX) AND SUCH OTHER MATTERS AS PROVIDED BY LAW.” AND  Ordinance No. 20-2009, “AN ORDINANCE OF THE PEOPLE OF THE CITY OF CARSON ADDING CHAPTER 1.5 TO ARTICLE 6 OF THE CARSON MUNICIPAL CODE, THEREBY ESTABLISHING A GENERAL TRANSACTIONS AND USE TAX AT THE RATE OF .75%”

IV.                     BACKGROUND

The State of California issued Executive Order N-64-20, on May 8, 2020, proclaiming a State of Emergency. As a result, every registered voter was ordered to receive a Vote-By-Mail ballot.

June 16, 2020, the City Council of the City of Carson, adopted Resolution No. 20-093 calling for the General Municipal Election; Resolution No. 20-095 requesting consolidation with LARRCC and Resolution No. 20-120 calling for the submittal of the Sales Tax Measure to be held on Tuesday, November 3, 2020.

August 4, 2020, City Council adopted Ordinance 20-2008 changing Carson Municipal Elections structure from At-Large to District-Based Elections for City Council Members.

In partnership with LARRCC the city secured seven vote-by-mail (VBM) drop boxes throughout the City, in order to provide a safe and convenient method of submitting completed ballots.

 

The VBM drop boxes located at City parks collected a total of 6,158 ballots:
