CONSIDERATION OF RESOLUTION NO. 20-177 OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING REVISED JOB CLASSIFICATION SPECIFICATIONS FOR SENIOR CIVIL ENGINEER. (CITY COUNCIL)

I. SUMMARY
When a vacancy occurs, it presents Staff with the ideal time to enhance job specs to reflect current needs based upon industry trends, technological advancements and business evolution. At this time, Staff is proposing an amended and updated job spec to properly reflect current City needs in the Public Works Department’s Engineering Division.
II. RECOMMENDATION
Recommendation
1. WAIVE further reading and ADOPT Resolution No. 20-177, “A RESOLUTION OF THE CITY OF CARSON, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING REVISED JOB CLASSLIFICATION SPECIFICATIONS FOR SENIOR CIVIL ENGINEER.”

IV. BACKGROUND
A vacancy exists in the Public Works Engineering Division as a result of the resignation of the Senior Civil Engineer. This role provides budget development/monitoring, performs highly advanced technical reviews of plans, specifications studies and reports for the construction, alteration and/or maintenance of roads, storm drainage systems, sidewalks, bikeways, traffic intersections, signing/striping, traffic signalization, or other related projects; as well as administers and manages multiple construction and design contracts for various capital improvement projects among other essential needs. The recruitment to fill the vacancy for the Senior Civil Engineer is underway with final selection interviews taking place this week.
The City completed the Meet & Confer on November 16, 2020 with Carson Professionals and Supervisors Association (CPSA) and both parties are in agreement with the updated job specification, which adds the task of preparing staff reports and making presentations to the City Council and others to the section entitled Duties and Responsibilities.
V. FISCAL IMPACT
There is no impact to the General Fund.
