CONSIDER ADOPTING RESOLUTION NO. 20-170, AUTHORIZING THE SERVICES OF KEN PORTER AUCTIONS TO FACILITATE THE SURPLUS OF TWO (2) CITY BUSES (CITY COUNCIL)

I.                     SUMMARY

Vehicle 1032, a 2003 Prevost coach bus and Vehicle 1217, a 2009 El Dorado shuttle bus, are being recommended for City surplus due to their age, condition, and diminished need. Prior to the Covid-19 pandemic, Vehicle 1032 was used primarily for City excursions on an average of 1-2 times per month. Vehicle 1217 was utilized for the City’s local fixed-route bus service and the Carson Circuit, but has incurred heavy mileage over the years and repetitive engine repairs.  The City Council is asked to approve the surplus of the two (2) buses and to authorize the services of Ken Porter Auctions to facilitate the vehicles’ sale.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                      APPROVE the surplus of two (2) City buses, Vehicle 1032 and Vehicle 1217.

2.                     WAIVE further reading and ADOPT Resolution No. 20-170, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE UTILIZATION OF KEN PORTER AUCTIONS TO FACILITATE THE SURPLUS OF TWO (2) CITY VEHICLES”

IV.                     BACKGROUND

Vehicle 1032, a 2003 Prevost coach bus, was purchased in 2003 through the City’s General Fund.  Since its acquisition, the bus was frequently used to transport groups to local and regional places of interest and events. Over the years, usage dwindled down to the most recent average of 1-2 trips per month in 2019. Due to the COVID-19 pandemic and its related safety concerns, the bus remains dormant as all trips have been suspended until further notice.  When the City allows group trips, an agreement with a bus charter vendor is already in place to dispatch newer model charter buses that are equipped with proper safety shields and social-distancing measures. 

Vehicle 1217, a 2009 El Dorado shuttle bus, was purchased in 2009 through the City’s Proposition C local return fund. As a shuttle bus, it was primarily used to transport passengers for the Carson Circuit. For the majority of its 11 years in service, it was extensively used by the City’s former fixed-route bus operators. As its heavy use has led to costly repairs and breakdowns in recent years, Vehicle 1217 is currently inoperable. Staff has performed a cursory analysis to determine that repair expenditures would not be financially prudent for this vehicle, versus eliminating the inoperable bus. 

Once the pandemic has subsided, staff intends to resume normal transportation programming for fixed route, excursions and new para-transit options.  The surplus of these two buses will not impact the City’s ability to restart operations as one of these buses had been inoperable previous to COVID restrictions.  Staff are exploring a partnership with a neighboring transit agency to deliver fixed route services without the use of City vehicles. 

As with previous vehicle auctions, the auctioneer is paid via a portion of the auction proceeds as a revenue share before remitting the balance profit to the City.  The City’s Finance Department and Purchasing Division facilitate this arrangement and ensure the procedure is compliant with City purchasing policy.  No formal bidding process is necessary for this surplus auction procedure.  

The City Council is asked to review the procedure to surplus City equipment (Exhibit No. 2), authorize the surplus and approve the services of Ken Porter Auctions to facilitate their sale by adopting Resolution 20-170 (Exhibit No. 3).

V.                     FISCAL IMPACT

Should the City Council approve the recommendation, funds from the sales shall be deposited into the accounts from which the vehicles were procured. Proceeds from Vehicle 1032 will go into the City’s Equipment Replacement Fund Account No. 638-99-999-999-8003. Proceeds from Vehicle 1217 will go into the City’s local Proposition C Account No. 219-90-940-185-8003.
