I. SUMMARY
Staff requests that the City Council approve Resolution No. 20-160 (Exhibit No. 1) authorizing submission of the City’s grant application for a Statewide Park Development and Community Revitalization Program grant to renovate and enhance several areas within Foisia Park and Carriage Crest Park.

IV. BACKGROUND
In 2018 voters in California passed the “Parks and Water Bond Act of 2018,” commonly known as Proposition 68. A part of this measure is the Statewide Park Program (SPP), which allocates a portion of the bond funds to create, expand or renovate parks throughout the state through a competitive grant process. This highly competitive program is administered by State of California Department of Parks and Recreation, Office of Grants and Local Services (OGALS). The current round of grant funding, Round 4, is the last opportunity available to cities to submit an application to this program. Agencies can request between $200,000 to $8,500,000 to fund its desired project and it must be completed by June 30, 2025.
Foisia Park (Exhibit No. 2) and Carriage Crest Park (Exhibit No. 3) have been identified as having competitive potential for these funds.
Staff requests that City Council approve Resolution No. 20-160 to authorize submission of the City’s grant application. The deadline to submit the City’s application is December 14, 2020. Grant award decisions will be announced approximately six months after this date. Per the grant’s required CEQA Compliance, a notice of exemption has been filed with the Los Angeles County Registrar.
V. FISCAL IMPACT
Should the City Council approve staff’s recommendation, there is no fiscal impact to the General Fund. At its October 6, 2020, meeting, the City Council approved professional services and funding for the preparation of the grant applications. The specifics of the improvements, uses and design of the parks will be developed through the required community engagement process.
