CONSIDER AWARDING A CONTRACT TO THE LIGHTHOUSE-HOME FOR MEDICALLY FRAGILE CHILDREN TO PROVIDE FREE SNACKS AND LUNCH FOR THE CITY'S SUMMER AND AFTERSCHOOL PROGRAMS (CITY COUNCIL)

I. SUMMARY

On September 3, 2020, the City released a Request for Proposals (RFP) for meal and snack services for the summer and afterschool programs - Kids Club, Summer Day Camp, and 3-in-1 Enrichment. A total of five (5) firms submitted proposals. After reviewing and evaluating the submissions, The Lighthouse-Home for Medically Fragile Children (Lighthouse) was selected by staff as the recommended vendor based on responsiveness to the RFP's proposal requirements and experience. Moreover, this service would be provided at no cost, as Lighthouse receives its funding through the United States Department of Agriculture (USDA) Food and Nutrition Service. Staff is seeking City Council approval to award a three-year contract, with two one-year extensions at the City's discretion, to The Lighthouse-Home for Medically Fragile Children for the period December 3, 2020, through December 2, 2023. This term will allow the current agreement to expire, and the new contract to immediately commence so that there is no break in service.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. AWARD and APPROVE the attached proposed three-year contract services agreement, with two one-year extensions at the City's discretion, to The Lighthouse-Home for Medically Fragile Children to provide free lunches and snacks to children participating in summer and afterschool programs for the period of December 3, 2020, through December 2, 2023 (Exhibit No. 4; the "Agreement"); and
2. AUTHORIZE the Mayor to execute the Agreement, following approval as to form by the City Attorney.
