I. SUMMARY
Earlier this week, House Democrats introduced a new version of the HEROES Act, which was originally introduced and passed by the House in May 2020. In this version, a number of the City of Carson’s priorities would receive additional funding, but most notably the City of Carson would receive a direct allocation of $24,747,569 that can be used to repair revenue loss and cover other expenses due to the COVID-19 pandemic.
II. RECOMMENDATION
Recommendation
APPROVE and SIGN letter to congressional leadership supporting the HEROES Act and additional local assistance.

TAKE another action that Council deems appropriate.
IV. BACKGROUND
In April 2020, Congress passed and the President signed the CARES Act, which provided coronavirus-related aid through a number of existing funding streams that regularly impact the City of Carson’s budget, as well as the establishment of new funding streams. Since then, the House and Senate have been at an extended impasse, with no deal struck between the parties on the next round of coronavirus aid.
Additional advocacy is needed to pressure Congress to work together to adopt additional coronavirus-related aid for the City of Carson and its residents.
V. FISCAL IMPACT
The City could potentially receive a direct allocation of $24,747,569 that can be used to repair revenue loss and cover other expenses due to the COVID-19 pandemic
