CONSIDER AWARDING A THREE-YEAR CONTRACT FOR BUILDING SECURITY SERVICES TO ALLTECH INDUSTRIES, INC. (CITY COUNCIL)

I. SUMMARY
On March 12, 2020, staff issued a Request For Proposals (RFP) for building security services. Staff is seeking approval to award a contract to the lowest priced, most responsive bidder, Alltech Industries, Inc.
II. RECOMMENDATION
Recommendation
1. AWARD a three-year contract. to provide building security services to the City of Carson, for the period beginning October 7, 2020 through October 6, 2023, for a total cost not-to-exceed $1,086,638.00.
2. AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

TAKE any other action the City Council deems appropriate that is consistent with the requirement of law.
IV. BACKGROUND
Staff issued a Request for Proposal (RFP) on March 12, 2020, soliciting qualified vendors to provide building security services. On April 1, 2020, a total of 13 firms responded and submitted their proposals. All proposals were reviewed for completeness, compliance with RFP requirements, qualifications, hiring and training practices, professional references, experience and cost. Out of the 13 proposals submitted, only four were considered responsive (See Exhibit 1). The top three were interviewed by the Public Safety Manager and the PS Administrative Analyst. The three vendors interviewed are:

Staff is now seeking approval to award a three-year contract to the lowest most responsive bidder, Alltech Industries, Inc. to provide building security services to the City of Carson for the period beginning October 7, 2020 through October 6, 2023, for a total cost not-to-exceed $1,086,638.00, with two additional one-year extensions at the sole discretion of the City and should the City exercise those options, the agreement has the potential of reaching October 6, 2025. Staff plans to walk on the contract for Alltech Industries, Inc at the October 6, 2020 Council Meeting.

V. FISCAL IMPACT
If Council approves the contract, there will be an appropriation requested of $276,185.00 for FY 2020/21.
Funds for building security services will be included in the FY 2021/22 and FY 2022/23 budget in account number 101-55-592-127-6004.
