CONSIDER APPROVAL OF THE PLANS, SPECIFICATIONS, AND ESTIMATES FOR PROJECT NO. 1611: TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF CENTRAL AVENUE AND DIMONDALE DRIVE, AND AUTHORIZE STAFF TO ADVERTISE FOR CONSTRUCTION BIDS (CITY COUNCIL)

I. SUMMARY
Project No. 1611: Traffic Signal Installation at the intersection of Central Avenue and Dimondale Drive is included in the City’s Capital Improvement Program (CIP) list. Progress has been made and the project plans, specifications, and estimates (PS&E) that were prepared by KOA Corporation are available for review in the City Engineer’s Office. The project is now ready for construction bid with a total estimated construction cost of $387,469.00.
This project is subject to the requirement of the City's Master Project Labor Agreement (PLA) and the City’s Enhanced Electrical Safety Policy (EESP). The selected contractor and all subcontractors have an obligation to comply with the terms of the PLA and the EESP.
Staff requests that City Council approve the PS&E and authorize staff to advertise this project for construction bids.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE the Plans, Specification and Estimates for Project No. 1611: Traffic Signal Installation at the intersection of Central Avenue and Dimondale Drive.
2. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1611: Traffic Signal Installation at the intersection of Central Avenue and Dimondale Drive.

IV. BACKGROUND
The City’s Capital Improvement Program (CIP) calls for the construction of Project No. 1611: Traffic Signal Installation at the intersection of Central Avenue and Dimondale Drive (Exhibit No. 1).
Central Avenue is a roadway that provides north-south access to the City, classified as a major highway with two travel lanes in each direction, and approximately 84 feet wide. Dimondale Drive is a local street with one travel lane in each direction and approximately 40 feet wide. The intersection of Central Avenue and Dimondale Drive is stop-controlled on the east and westbound Dimondale Drive approaches while yield-controlled to pedestrians on the north and southbound Central Avenue approaches.
The City retained the services of KOA Corporation (KOA) to prepare the PS&E for this project. KOA conducted a full signal warrant analysis, and the results of the warrant analyses indicate that existing conditions during a regular weekday satisfy Warrant 5: School Crossing statewide guidelines for a new traffic signal at the intersection. The project consists of removal of existing stop signs control and installation of new full traffic signal improvements. It also includes realignment of crosswalks on all four legs of the intersection, installation of video detection system, and upgrade of the existing wheelchair ramps to meet the American with Disability Act (ADA) requirements. This project will improve the pedestrian and traffic safety at the intersection.
KOA completed the PS&E and it is consistent with staff’s requirements.

V. FISCAL IMPACT
It is anticipated that funding in the amount of approximately $445,589 ($387,469 - construction cost + $58,120.00 - contingency cost) will be needed to cover the total project completion cost. After construction bids are received, staff will come back to City Council to request funding, amending the City’s budget, and to award a construction contract.
