CONSIDER APPROVING THE CITY MANAGER'S CONTINUED PROFESSIONAL DEVELOPMENT RELATED ACTIVITIES AND COSTS INCLUDING MEMBERSHIP IN THE INTERNATIONAL CITY/COUNTY MANAGEMENT ASSOCIATION, THE CALIFORNIA CITY MANAGEMENT FOUNDATION AND WOMEN LEADING GOVERNMENT (CITY COUNCIL)

I. SUMMARY
This staff report is seeking the approval of the City Manager’s membership in the specified professional organizations as part of her continued professional development activities.
II. RECOMMENDATION
Recommendation
TO APPROVE the City Manager’s membership in the International City/County Management Association (ICMA), the California City Management Foundation (CCMF) and Women Leading Government (WLG) while she is the Carson City Manager with payment of fees as charged at the time of renewal.

IV. BACKGROUND
The City Council has encouraged the City Manager’s continued professional development including membership in relevant professional organizations approved by the City Council. The City Manager has been a long-standing member of each of these organizations. It is beneficial for the City to continue her membership in each:
• International City/County Management Association (ICMA)
Annual Membership is $1,400. Leading organization of local government professionals dedicated to creating and sustaining thriving communities throughout the world. City Manager Sharon Landers is an ICMA Credentialed City Manager. She serves on the Cal-ICMA Board and is an ICMA/City Manager coach.
• California City Management Foundation (CCMF)
Annual Membership is $400. CCMF is a support organization for City Managers. It’s mission is to promote and encourage excellence in City Management in all of California’s 480 incorporated cities and towns. Working with ICMA, CCMF helps establish ethical standards in the industry. It sponsors conferences and maintains a library of resources for its members.
• Women Leading Government (WLG)
Annual Membership is $50. WLG is an initiative started in 2006 by Cal-ICMA. It is designed to assist female managers in their career development. I have served for many years on the board of WLG and currently serve on the advisory board.
V. FISCAL IMPACT
There is no fiscal impact as funds have been included in the adopted Fiscal year 2020-2021 budget.
