CONSIDER APPROVAL OF RESOLUTION NO. 20-139 SOLEMNLY PROCLAIMING DOMESTIC VIOLENCE AGAINST WOMEN AND GIRLS IS A GRAVE VIOLATION OF HUMAN RIGHTS (CITY COUNCIL).

I. SUMMARY

City Councilwoman Davis-Holmes has asked for this item to be on the agenda to enable the City Council to declare its support for the elimination of violence against women and girls.
Even before COVID-19 existed, domestic violence was already one of the greatest human rights violations. As the United States continues to wrestle with the fallout of the coronavirus pandemic, there has been a surge of domestic violence against women and girls. Economic and health stressors caused by the pandemic, have increased the risk of domestic violence among women and girls.
With all our advances, violence against women and girls continues to be a major global public health threat in general, but particularly during emergencies. Economic uncertainty, civil unrest and the current pandemic are considered threatening factors for increased violence against women and girls. Stay-at-home restrictions and other measures restricting movement of people are also contributing factors to acts of domestic violence.
Violence against women and girls not only has negative consequences for those individuals but also their families, the community, and our society at large. It has tremendous costs, from greater health care and legal expenses, and loses in productivity.

II. RECOMMENDATION
Recommendation

APPROVE Resolution No. 20-139, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SOLEMNLY PROCLAIMING SUPPORT FOR THE ELIMINATION OF DOMESTIC VIOLENCE AGAINST WOMEN AND GIRLS".
