CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR THE THIRD CITY PROJECT FUNDED BY SB1 - PROJECT NO. 1606:  223RD STREET WIDENING AND PAVEMENT REHABILITATION FROM WILMINGTON AVENUE TO THE EAST CITY LIMIT, AND CONSIDERATION OF RESOLUTION NO. 20-116, AMENDING THE FISCAL YEAR 2020-21 BUDGET IN THE SPECIAL REVENUE FUND; AND AUTHORIZING PAYMENT TO SOUTHERN CALIFORNIA EDISON COMPANY FOR THE REMOVAL AND REPLACEMENT OF STREET LIGHT POLES AS PART OF THE PROJECT  (CITY COUNCIL)

I.                     SUMMARY

Project No. 1606 (formerly known as Project No. 1003): 223rd Street Widening and Pavement Rehabilitation from Wilmington Avenue to the East City limit is listed as the city’s third SB-1 project (Exhibit No. 1). This project will be funded by the Road Maintenance and Rehabilitation Account (RMRA) funds authorized by the California Transportation Commission (CTC), also known as SB-1 funds, and Measure R funding authorized by the Los Angeles County Metropolitan Transportation Authority (METRO).

The project includes pavement rehabilitation, tree removal and replacement, concrete reconstruction (such as curb, gutter and sidewalks), and the widening of portion of the street starting at 1,500 feet east of the centerline of Wilmington Avenue going east approximately 1,056 feet in length. The project also includes removal and replacement of nine existing street light poles by Southern California Edison (SCE).

The construction plans for the removal and replacement of street light poles have been completed by SCE, and an invoice in the amount of $37,171.24 has been submitted to the city for payment prior to start of construction (Exhibit No. 2).

The Plans, Specifications and Estimates (PS&E) for the rest of the improvements for Project No. 1606: 223rd Street Widening and Pavement Rehabilitation from Wilmington Avenue to the East City limit, have been completed and are ready for construction bids. The PS&E have been prepared by Willdan Engineering, Inc. and the total estimated construction cost is $2,500,000.00.

It is requested that the City Council approve the PS&E and authorize staff to advertise for construction bids, and adopt a Resolution to amend the FY 2020-21 budget in the Special Revenue Fund (Exhibit No. 3), and authorize the payment of $37,171.24 to SCE for the removal and replacement of street light poles.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the plans, specifications and estimates, and order the work for Project No. 1606: 223rd Street Widening and Pavement Rehabilitation from Wilmington Avenue to the East City limit for FY 2019/20.

 

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1606: 223rd Street Widening and Pavement Rehabilitation from Wilmington Avenue to the East City limit for FY 2019/20.

 

3.                     ADOPT Resolution No. 20-116 “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2020-21 BUDGET IN THE SPECIAL REVENUE FUND”

 

4.                     AUTHORIZE the payment of $37,171.24 to Southern California Edison Company from the Measure R Highway Program (MRHP) funding grant for the removal and replacement of nine existing street light poles for Project No. 1606: 223rd Street Widening and Pavement Rehabilitation from Wilmington Avenue to the East City limit.

III.                     ALTERNATIVES

1.                     DO NOT APPROVE the PS&E, and the call for construction bids.

2.                     DO NOT AUTHORIZE the payment to SCE.  However, SCE requires payment prior to commencing the removal and replacement of the street light poles.

3.                     TAKE another action the City Council deems appropriate consistent with the requirements of the law.

 

IV.                     BACKGROUND

Project No. 1606 (formerly known as Project No. 1003): 223rd Street Widening and Pavement Rehabilitation from Wilmington Avenue to the East City limit is one of the City’s Capital Improvements Program (CIP) projects adopted for FY2019-20. This project is listed as the City’s third SB-1 project for FY 2019-20 funded by RMRA funds authorized by the California Transportation Commission (CTC) in the amount of $1,552,527.00. The project will also be partially funded using MRHP funding grant from METRO in the amount of $1,000,000.00 to cover the construction phase of the street widening portion of the project including the removal and replacement of nine street light poles. 

A major east-west four lane arterial truck route, 223rd Street is zoned for heavy and light industrial land uses.  The length of this corridor is 0.7 miles, and the project includes concrete reconstruction, tree removal and replacement, and reconstruction of failing asphalt roadway section of the street with a Pavement Condition Index (PCI) of 26, as recommended in the Pavement Management Study that was completed in 2017. The project also includes the widening of the 0.20 mile section of the street starting at 1,500 feet east of centerline of Wilmington Avenue going east approximately 1,056 feet in length along the south side of 223rd Street. This portion of the street widening requires the removal and replacement of nine street light poles.

In January 2019, staff submitted the grant application to METRO for the improvement of 223rd Street. On March 31, 2020, the city received the Measure R Funding Agreement documents signed by the METRO Legal Department granting $1,000,000.00 to the City of Carson to fund the construction of the street widening portion of the project. On May 5, 2020, the City Council approved this Funding Agreement (Exhibit No. 4). The agreement has been fully executed, which will allow the city to get reimbursed by METRO for future expenses.

The proposed widening of the street is abutting an unimproved 14 acre parcel along the south side located at 2112 E. 223rd Street, where the street narrows creating a bottleneck condition. The widening area will include the following elements for approximate length of 1,056 lineal feet:

                     Construction of new14-foot wide road pavement section.

                     Construction of new10-foot wide Sidewalk.

                     Construction of 1,056 L.F. of 8” Curb & Gutter.

                     Construction of PCC improvements (i.e. commercial driveways, access   ramps).

                     Excavation and reconstruction of 5-foot of the existing deteriorated edge of pavement along the new 14-foot paved lane to ensure the integrity of the widening area.

                     Traffic stripes, pavement markings.

                     Removal of existing 9 street light poles by SCE.

                     Installation of new 9 street lights on concrete poles by SCE.

It is typically SCE’s responsibility to prepare the construction plans for the removal and replacement of street light poles owned and maintained by SCE in the public right of way. Staff has been working with SCE for the preparation and completion of the plans. On July 20, 2020, the city received the construction plans completed by SCE for the removal and replacement of street light poles. The city also received the invoice from SCE in the amount of $37,171.24 requesting payment. The following are the SCE’s requirements prior to commencing the work:

                     The city must pay the invoice.

                     ALL underground facilities that are to be installed (electrical conduits, hand hole boxes, ducts, etc.) must be installed by the city’s contractor per the approved work order map and inspected and released by an SCE inspector.

                     SCE must obtain permits from the City before the scheduling process.

                     Once all requirements have been met, the project can be submitted to SCE for scheduling.

The PS&E for the street improvements have been completed by Willdan Engineering, Inc. Staff is requesting the City Council to approve the PS&E and authorize staff to advertise the project for construction bids. Staff also requests the City Council to authorize the payment of the invoice from SCE in the amount of $37,171.24 in order to move forward with the project.

 

V.                     FISCAL IMPACT

There will be no impact on the City’s General Fund. FY 2019/20 is the third year of RMRA SB1 project and the City is projected to receive funding in the amount of $1,552,527.00 to cover the estimated construction cost of street rehabilitation for Project No. 1606: 223rd Street Widening and Pavement Rehabilitation from Wilmington Avenue to the East City limit. The City is also projected to receive $1,000,000 funding from METRO for the street widening portion of the project. The total grant fund the city expected to receive for this project is $2,552,527.00

 

Funds for this project were not included in the FY2020/21 Special Revenue budget; therefore, if the resolution is approved, the budget of $1,000,000.00 will need to be appropriated from the unreserved, undesignated Measure R account No. 254-99-999-999-4530 to account No. 259-80-820-904-8009. Accordingly, payment for SCE’s invoice in the amount of $37,171.24 will be paid from account No. 259-80-820-904-8009/PW1606.
