CONSIDER APPROVAL OF RESOLUTION NO. 20-099 DECLARING THE EXISTENCE OF A LOCAL EMERGENCY IN RESPONSE TO PROTESTS IN CARSON OVER THE TRAGIC DEATH OF MR. GEORGE FLOYD ON MAY 25, 2020 BY MINNEAPOLIS, MINNESOTA POLICE (CITY COUNCIL)

I.                     SUMMARY

The City Council needs to approve Resolution No. 20-099 declaring the existence of a local emergency in response to protests in Carson to receive State financial assistance under the California Disaster Assistance Act.  We would like to recover overtime costs of city staff and any other costs incurred for providing orderly assistance during the protests in Carson over the killing of George Floyd on May 25, 2020 by the Minneapolis, Minnesota Police.

 

 

II.                     RECOMMENDATION

APPROVE City Council Resolution No. 20-099, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DECLARING THE EXISTENCE OF A LOCAL EMERGENCY IN RESPONSE TO PROTESTS IN CARSON OVER THE TRAGIC DEATH OF GEORGE FLOYD ON MAY 25, 2020 IN MINNEAPOLIS, MINNESOTA.”

TAKE another action the City Council deems appropriate.

 

IV.                     BACKGROUND

On May 25, 2020, George Floyd tragically died when an officer of the Minneapolis, Minnesota, Police Department kneeled on his neck to detain him and did not respond to his requests for help when he stated that he could not breathe.

Subsequently, protests over the tragic death of George Floyd pursued all over the United States and globally as well. Los Angeles County and the City of Los Angeles requested State assistance including the activation of the California National Guard based on the civil unrest and based on their limited resources to address the civil unrest.

On May 30, 2020, Governor Newsom found the conditions of Government Code section 8625 (b), relating to the proclamation of State of Emergency had been met and proclaimed a State of Emergency to exist in Los Angeles County and the City of Los Angeles.

Approval of City Council Resolution No. 20-099 will enable the City’s State request for public financial assistance under the California Disaster Assistance Act to recover overtime costs incurred by city staff and any other costs incurred in providing orderly assistance to assure the safety of the community as well as those protesting in Carson.

V.                     FISCAL IMPACT

 

The approval of Council Resolution No. 20-099 will allow the City to obtain reimbursement of overtime staff costs and any other costs incurred in the provision of orderly assistance during protests in Carson over the death of George Floyd.
