CONSIDER APPROVAL OF CONTRACT SERVICES AGREEMENT BETWEEN THE CITY OF CARSON AND LOS ANGELES CONSERVATION CORPS FOR TREE PLANTING SERVICES  (CITY COUNCIL)

I.                     SUMMARY

Staff is seeking City Council approval of a contract ("Agreement") with the Los Angeles Conservation Corps (“LACC”) to add the purchase and tree planting for the CalFire Grant Project.  The LACC has received its own grant associated with this project to pay for the labor costs.  This Agreement is on a “per tree delivered” basis.

 

II.                     RECOMMENDATION

Recommendation

Take the following actions:

 

1.                     APPROVE the Agreement between the City of Carson and the Los Angeles Conservation Corps for Tree Planting Services (Exhibit No. 1) in the amount of $63,310 to provide the Purchase and Tree Planting services to fulfill the CalFire Grant requirements.

 

2.                     AUTHORIZE the Mayor to execute the Agreement following approval as to form by the City Attorney.

1. DO NOT APPROVE the Agreement for Contract Services by and between the City of Carson and Los Angeles Conservation Corps (“LACC”) in the amount of $63,310 to provide the Purchase and Tree Planting services to fulfill CalFire Grant requirements.

2. TAKE any other action the City Council deems appropriate, consistent with the requirements of the law.

 

IV.                     BACKGROUND

The City is responsible for the care of approximately 21,150 trees located throughout the City in various public parkways, medians, parks, and City facilities. The City has over 7,000 vacant tree planting locations.

The Public Works Department received a grant from CalFire for $270,365.00 to plant 1,440 trees in specific areas throughout the City.  The CalFire Grant required a $106,000 match from the City for personnel. This match can be in the form of another contract or the City’s own forces.  To satisfy the match requirement in the grant, a portion of the West Coast Arborists contract, signed on January 28, 2020, has been assigned to cover the tree planting under this grant. The LACC portion will come from the “Supplies” portion of the budget in the amount of $63,310.00. This amount does not cover labor costs associated with LACC’s services, which has received a separate grant to cover the labor.

This request is for the Council to approve the purchasing and tree planting services with the LACC.  Under the agreement, LACC will purchase, plant, and water 500 15-gallon trees, procure tree stakes and ties from various vendors and bill the City for cost, including tax, freight, and overhead. Completed planting includes all materials, grass removal, and water on the day of planting and two additional visits.  The remaining trees will be planted by West Coast Arborists, Swayzer Landscape, Inc, and staff. Public Works Tree Maintenance Sub-Division will provide ongoing maintenance of the trees following the term of the Agreement.

The LACC is an environmentally focused youth development organization. They transform the lives of youth from disadvantaged communities through work and education. As such, the organization is exempt from prevailing wage requirements under state law.

V.                     FISCAL IMPACT

No additional funds are being requested at this time. The expense from this contract up to $63,310.00 will be reimbursed from Project 1544, account 286-80-820-904-8012 by the CalFire Grant.
