I.                     SUMMARY

The White House, Center for Disease Control (CDC) and LA County Department of Public Health have all focused on stopping the spread of COVID-19 by emphasizing the need for social distancing, washing your hands often and sheltering at home.  In response, the City also mandated the general public to wear facemasks when going outside of your residence while in the City of Carson until the emergency declaration related to COVID-19 has been lifted. 

 

 

II.                     RECOMMENDATION

Recommendation

WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 20-070, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RATIFYING THE DISASTER COUNCIL’S CONSENT FOR THE PURCHASE OF 10,000 CLOTH MASKS AND AMENDING THE FISCAL YEAR 2019-2020 BUDGET”

IV.                     BACKGROUND

On April 6, 2020, the Disaster Council approved the purchase of 10,000 cloth masks at a cost of $20,000 for residents in the City of Carson that are in need and can’t afford a mask or face covering.

On April 7, 2020, the City Council unanimously voted (5-0) to approve Resolution No. 20-067 mandating the general public to wear facemasks when going out in the City of Carson until the emergency declaration related to COVID-19 has been lifted.  The City of Carson Disaster Council approved the purchasing of 10,000 cloth masks and is asking that the City Council ratify the Disaster Council’s decision of such purchase.

The Disaster Council requested that a City of Carson business, “Eagle Fabrics” produce the 10,000 masks at the discounted rate of $2.00 per unit to assist in meeting the City’s mandate.  When confirming the total cost from the invoice, the total purchase price resulted in a subtotal of $20,000 with an additional $1,900 in taxes for a total purchase price of $21,900. 

 

 

V.                     FISCAL IMPACT

Funding for the facemasks was not included in the current general fund.  The total purchase price of $21,900 will be allocated from the general fund. Due to the declared local emergency, this purchase will enable the City to request reimbursement for said purchase from federal, state and county agencies.
