CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR  PROJECT NO. 1393-3: CITYWIDE ANNUAL OVERLAY PROGRAM AND PROJECT NO. 1411-3:  CITYWIDE ANNUAL CONCRETE REPLACEMENT PROGRAM  (CITY COUNCIL)

I.                     SUMMARY

The plans, specifications and estimates (PS&E) for Project No. 1393-3: Citywide Annual Overlay Program, and Project No. 1411-3: Citywide Annual Concrete Replacement Program for FY 2019/20 have been completed and are ready for construction bids (Exhibit No. 1).  To maximize economies of scale, the two projects have been combined and the estimated construction cost totals $1,500,000.00.

It is requested that the City Council approve the PS&E for the combined projects and authorize staff to advertise for construction bids.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the plans, specifications and estimates, and order the work for Project No. 1393-3: Citywide Annual Overlay Program and Project No. 1411-3: Citywide Annual Concrete Replacement Program for FY 2019/20.

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1393-3: Citywide Annual Overlay Program and Project No. 1411-3: Citywide Annual Concrete Replacement Program for FY 2019/20.

IV.                     BACKGROUND

Each year the City performs pavement overlay and concrete replacement work and makes its best effort to implement the street repair and rehabilitation needed to maintain the integrity of the City’s infrastructure. Selection of street projects is based on the data contained in the City’s Pavement Management Program (PMP). Each street segment in the PMP is assigned a corresponding Pavement Condition Index (PCI) that indicates the treatment needed to maintain structural integrity.

The City has an annual budget of approximately $1.5M for pavement overlay and concrete reconstruction of City streets as listed in the City’s Capital Improvement Program (CIP). Major streets in need of immediate attention based on the City’s PMP are given a higher priority and staff makes its best effort to implement the maximum street improvements within the allocated budget.

In prior years, the City has completed the following projects (Exhibit No. 2):

1.                     Project Nos 1393 & 1411: Del Amo Boulevard Rehabilitation from Avalon Boulevard to Central Avenue, which was accepted as complete on September 20, 2018, with a final construction cost of $1,011,488.78.

2.                     Project No. 1392: Citywide Annual Concrete Replacement program, which was accepted as complete on November 8, 2016, with a final construction cost of $316, 603.85.

3.                     Project No. 1444: Avalon Boulevard Pavement Reconstruction from Dominguez Street to Victoria Street, which was accepted as complete on February 22, 2017, with a final construction cost of $1,595,615.74.

4.                     Project No. 1547: Turmont Street Rehabilitation, which was accepted as complete on September 18, 2018, with a final construction cost of $581,321.00.

For FY 2019/20, the following projects are listed in the City’s Capital Improvement Program:  

1.                     Project No. 1393-3: Citywide Annual Overlay Program. This project will improve Victoria Street from Figueroa Street to Avalon Boulevard and other various streets on adjacent zones. It consists of grinding two inches of existing asphalt pavement surface, removal and reconstruction of deteriorated roadway section, laying-down of AC leveling course and asphalt rubberized hot mix (ARHM), installation of pavement markings, re-striping with bike lanes, and other related work.

2.                     Project No. 1411-3: Citywide Annual Concrete Replacement Program. This project will improve the conditions of various types of concrete along Victoria Street from Figueroa Street to Tamcliff Ave.  The project consists of repair of damaged concrete pavement, sidewalks, driveway approaches, curbs and gutters, access curb ramps, and tree removals, restoration of concrete improvements to City standard, and compliance with Americans with Disabilities Act (ADA) requirements.

The plans and specifications for these FY 2019/20 projects have been completed, and are now ready to be advertised for construction bids. These projects are combined to maximize economies of scale while addressing sub-standard elements, maintenance issues, and ADA compliance. These projects were selected based on the 2017 Pavement Management Program (PMP), the 2017 Sidewalk Assessment Report (SAR), and the allocated budget. The PS&E were prepared by the Engineering Services Division staff, and the approximate timeline for the combined projects is as follows:

In addition to the annual pavement overlay and concrete projects, the City’s Public Works Maintenance crew performs pothole repairs on a regular basis at various locations citywide.  These routine repairs are made in order to address major potholes that need immediate attention and lessen the risk of vehicle damage until permanent repairs can be made by way of a pavement overlay project. Staff also continuously seeks grant opportunities to fund additional improvement projects.

 

V.                     FISCAL IMPACT

The estimated construction cost for the Citywide Annual Overlay program: Project No. 1393-3 is $1,200,000.00.  The estimated construction cost for the Citywide Annual Concrete Replacement program Project No. 1411-3 is $300,000.00. The combined estimated project construction cost is $1,500,000.00. Funds in the amount of $90,000 were included in the FY 2019/20 Measure M budget. The remaining funds needed to complete the project are requested to be budgeted for next FY 2020/2021 Measure M and Measure R budget. Funds are under the following account numbers:
