CONSIDER LOWERING THE CITY OF CARSON FLAG TO HALF-STAFF IN MEMORY OF RESIDENTS PASSING FROM COVID-19 (CITY COUNCIL)

I.                     SUMMARY

This item is being presented at the request of Mayor Albert Robles.

As of Wednesday, April 15, 2020, Carson has 133 known cases of individuals with Coronavirus.  The City was recently notified of the first resident passing from the virus.  In memory of all residents who pass from Covid-19, the City Council is asked to consider lowering the City of Carson flag to half-staff until this state of emergency is rescinded.

IV.                     BACKGROUND

On March 17, 2020, the City Council declared a local state of emergency due to the Covid-19 pandemic.  As of April 15, 2020, there are 133 known cases of residents with the virus, and one death. 

Standard Management Procedure (SMP) 2.5 delineates the rules and regulations that govern the display and care of national, international, and city flags.  Pursuant to the policy, “The Mayor of the City of Carson may direct that the flags be flown at half-staff (one-half the distance between the top and bottom of the staff) at City Hall on occasions other than those specified (in the SMP) which the Mayor considers proper and that suitable honors be rendered.”

Tonight, the City Council is asked to consider lowering the City flag to half-staff in memory of residents who pass from Covid-19 until this state of emergency is rescinded.
