CONSIDER AUTHORIZING THE CITY MANAGER TO APPROVE A FEE WAIVER FOR EQUIPMENT AND FACILITY RENTAL FOR THE EASTER GRAB-AND-GO EVENT AND FOR ALL FUTURE COLLABORATIVE COVID-19-RELATED PROGRAMS (CITY COUNCIL)

I.                     SUMMARY

The City has been playing an active role in providing assistance to the community during the Covid-19 Emergency.  An important future, one-time event is an Easter Grab-and-Go that will provide dinner, an Easter basket, and essentials to City of Carson residents. This is program is a collaborative effort between the City, and the Carson Citizens Cultural Arts Foundation, the Drake Law Firm, and Councilwoman Lula Davis-Holmes.  To facilitate this endeavor, the City Council is asked to approve holding this event and to authorize the City Manager to provide a fee waiver for equipment rental and facility use.  Additionally, the City Council is asked to consider providing this same authority for all future collaborative Covid-19-related programs.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                      APPROVE holding the Easter Grab-and-go event.

 

2.                      AUTHORIZE the City Manager to approve a fee waiver for the use of City equipment and facility use to support this endeavor.

 

3.                     AUTHORIZE the City Manager to approve fee waivers for City equipment rental and facility use for all future collaborative Covid-19-related services and programs.

TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

The City of Carson has been utilizing a multi-pronged approach to providing support to the community during the COVID-19 Emergency.  Among the many programs currently offered are drive-thru food distribution, a drop-off meal service to homebound seniors and the disabled, senior welfare checks, and a hotline to provide information and resources.

On April 12, 2020, beginning at 2:00 PM, an Easter Grab-and Go event will be held in at the Community Center that will provide dinner, an Easter basket, and essentials to Carson residents on a first-come, first-serve basis.  Sponsored by the Carson Citizens Cultural Arts Foundation, the Drake Law Firm, and Councilwoman Lula Davis-Holmes, this is a one-time event, and proof of residency is required.  To facilitate this program, the City Council is asked to approve holding this event and to authorize the City Manager to provide a fee waiver for City equipment and the facility rental.  Specifically, tents, tables, chairs, barricades, traffic cones will be needed, east parking lot, the Carson-Dominguez Room and the adjacent small kitchen will be utilized.  The City Council is also asked to approve this same fee waiver authority for the City Manager for all future collaborative COVID-19-related programs.

V.                     FISCAL IMPACT

Should the City Council approve staff’s recommendation, the City will forego facility reservation fees and equipment rental fees of approximately $800.  The approximately $1,900.00 in staff costs will be fully funded by the Carson Citizens  Cultural Arts Foundation, Drake Law Firm, and Councilwoman Lula Davis-Holmes.
