CONSIDER APPROVAL OF AMENDMENT TO SWIMMING FACILITIES LICENSE AGREEMENT BETWEEN THE CITY OF CARSON AND ABILITYFIRST (CITY COUNCIL)

I. SUMMARY
For many years, staff members from the Joseph B. Jr. and Mary Anne O’Neal Stroke Center have taken stroke survivors to AbilityFirst in Long Beach for water exercise classes. AbilityFirst offers a therapeutic pool with a wheelchair ramp into the water. Nothing like it has been found in Carson. In addition to the wheelchair ramp, the pool is heated, located indoors, and the facility provides two lifeguards to facilitate classes.
The current facilities license agreement dated May 1, 2019 is renewable on the same terms and conditions. Staff is requesting authorization to extend the term of the existing facilities license agreement for one additional year at the same hourly rate as provided in the May 1, 2019 license agreement, enabling us to provide uninterrupted and continuous service.
II. RECOMMENDATION
Recommendation
1. APPROVE the Amendment to Swimming Facilities License Agreement between the City of Carson and AbilityFirst and AUTHORIZE the Mayor to execute the same following approval as to form by the City Attorney.

IV. BACKGROUND
The City of Carson’s Joseph B. Jr. and Mary Anne O’Neal Stroke Center offers water exercise classes for stroke survivors at AbilityFirst in Long Beach. The therapeutic pool offers a near weightless environment for stroke survivors who enjoy the freedom of mobility in this setting. It is a form of therapy that can’t be replicated in the Stroke Center. Typically the Stroke Center visits AbilityFirst once per week (depending on weather) from April-October each calendar year. AbilityFirst charges $100 per visit.
AbilityFirst is agreeable to extending the existing facilities license agreement dated May 1, 2019 for an additional year. This will enable the City to provide uninterrupted and continuous service to our stoke survivors.
Staff requests the City Council to consider approval of this proposed agreement extension.
V. FISCAL IMPACT
Should the agreement be approved, the Stroke Center has budgeted $2,500 for water exercise classes.
