I. SUMMARY

The Carson Reclamation Authority is a joint powers agency formed between the Carson Housing Authority, the Community Facilities District No. 2012-1 of the City of Carson, and the Community Facilities District No. 2012-2 of the City of Carson. The Reclamation Authority is governed by a five member board of directors whose membership is made by category, and generally appointed by the Chairman of the Carson Housing Authority subject to ratification by a majority vote of the Housing Authority Board, with the exception of one appointment made by the Board of the Community Facilities Districts.
Two terms expire in March, 2020: Chairman Robles and former City Council member Elito Santarina, who was appointed by the Chair of the Community Facilities District and ratified by the Board. The Chairman of each board - the Housing Authority and the Districts - would nominate members to serve new five year terms, subject to the ratification by a majority of board members.

II. RECOMMENDATION
Recommendation

ACTING AS THE HOUSING AUTHORITY BOARD:

1. Consider and appoint a candidate to fill the first vacant seat on the Carson Reclamation Authority board of directors.

ACTING AS THE COMMUNITY FACILITIES DISTRICT NO. 2012-1 OF THE CITY OF CARSON, AND THE COMMUNITY FACILITIES DISTRICT NO. 2012-2 OF THE CITY OF CARSON:

2. Consider and appoint a candidate to fill the second vacant seat on the Carson Reclamation Authority board of directors.

III. ALTERNATIVES

Alternatively, the Housing Authority and District Boards may choose to not, at this time, appoint new members to the board of directors for the Carson Reclamation Authority and the current members continue serving.


IV. BACKGROUND

1. Composition and Qualifications of the Reclamation Authority Board
The Reclamation Authority is governed by a board of directors ("Reclamation Board"). Section 2.02 "Number" of the Bylaws provides that the Reclamation Board is comprised of five officers with qualifications as follows:
(1) One appointment by the Chair of the Housing Authority subject to ratification by a majority vote of the Housing Authority Board;

(2) One appointment by the Chair of the Districts' Board subject to ratification by a majority vote of the Districts' Board;

(3) One seat on the Board shall be filled by a member of the Carson Planning Commission, which appointment shall be made by the Chair of the Housing Authority subject to ratification by a majority vote of the Housing Authority Board;

(4) One seat on the Board shall be filled by a member of the Carson Environmental Commission, which appointment shall be made by the Chair of the Housing Authority subject to ratification by a majority vote of the Housing Authority;

(5) One seat on the Board shall be filled by either (i) the Chair of the Carson Economic Development Commission, or (ii) the Secretary to the Housing Authority, which appointment shall be made by the Chair of the Housing Authority Board, subject to ratification by a majority vote of the Housing Authority. In the event the Secretary to the Housing Authority is appointed to sit on the Board, the position of Authority Secretary shall pass to the Deputy City Clerk of the City of Carson.

2. Term of each Member of the Reclamation Board
Generally, Section 2.02 of the Bylaws provides that the term of each officer is for a period of five years. However, even qualified officers may be removed at an earlier time by a majority vote of the Reclamation Board.

There is no fiscal impact related to this decision.
