CONSIDER APPROVAL OF THE PURCHASE OF ONE NEW 2020 FORD STENCIL PAINT TRUCK THROUGH A PURCHASE ORDER ARRANGED BY COOPERATIVE AGREEMENT THROUGH SOURCEWELL, TO NATIONAL AUTO FLEET GROUP/ ROADLINE PRODUCTS (NORWALK, CA); OR, ALTERNATIVELY, TO A LOCAL DEALERSHIP IF AVAILABLE AND IF THE PRICE IS EQUAL TO OR LESS THAN THE COOPERATIVE AGREEMENT PRICE (CITY COUNCIL)

I. SUMMARY
Public Works is requesting City Council approval to purchase one new 2020 Ford Stencil Paint Truck in the amount of One Hundred Thirty Six Thousand Eight Hundred Twenty Dollars and Thirty Five Cents ($136,820.35) through a purchase order arranged by cooperative agreement through Sourcewell, with National Auto Fleet Group/Roadline Products (Norwalk, CA); or, alternatively, with a local dealership if available and the price is equal to or lesser than the cooperative agreement price.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. WAIVE the formal bid process defined by the Carson Municipal Code, Section 2607, as allowed by Section 2605 (1) (ii).
2. AUTHORIZE the Purchasing Manager to utilize Cooperative Purchasing as allowed by Section 2611(g) and issue a purchase order to National Auto Fleet Group/Roadline Products in the amount of One Hundred Thirty Six Thousand Eight Hundred Twenty Dollars and Thirty Five Cents ($136,820.35) for one New 2020 Ford Stencil Paint Truck; or a local dealership if available and if the price is equal to, or less than, the cooperative agreement price.

III. ALTERNATIVES

3. TAKE another action the City Council deems appropriate, consistent with the requirements of the law.
IV. BACKGROUND
The Public Works Department maintains a fleet of vehicles that are used for the provision of daily maintenance and operations services in support of the City. Replacement of worn-out equipment is part of the ongoing effort to maintain fleet reliability and sustainability. By replacing vehicles and equipment at the end of their useful life, the City reduces maintenance and repair costs, decreases downtime, and increases safety.
The Public Works Street Markings Crew is responsible for maintaining 100,000 linear feet of red curbs, 5,000 linear feet of blue curbs, and 477 speed bumps, as well as the parking lots, crosswalks and stop bars at all City facilities. Currently, the crew is routinely using a 2001 Ford Stencil Paint Truck (#911), and within the past year it has frequently experienced mechanical breakdowns.
Sourcewell is a contracting agency established to allow participating municipal agencies to reduce the cost of procurement by leveraging the benefits of contract purchasing. Through solicitations, Sourcewell contracts bring considerable value and efficiencies to members through nationally leveraged contracted suppliers with access to the highest quality products and brands. Each solicitation and RFP contains language, which includes all qualified customers in all fifty states. Sourcewell contract purchasing solutions are reviewed by the Sourcewell Board of Directors and awarded on the members' behalf. The City of Carson (ID# 38521) is a member of Sourcewell.
A Sourcewell quote for this equipment was prepared for the City on February 5, 2020. The price for a new Stencil Paint Truck is $136,820.35. The vehicle specifications are specific to Roadline Products, and the City has confirmed that the manufacturer meets all EPA rules and regulations
This truck is a specialty built item and no local Carson vendors could be located.
Staff recognizes the importance of “greening the fleet”, but this equipment is not suitable for an alternative fuel solution.
If this item is approved, the existing equipment will be auctioned once the new equipment is received.
V. FISCAL IMPACT
No funds are being requested as part of this staff report. Funds for this purchase were allocated in the FY 2019-2020 Capital Asset Replacement Fund for Purchase, (Account No. 638-99-999-999-8003).
