CONSIDER APPROVAL OF EXTENDING THE RENTAL AGREEMENT WITH POWER TRIP WITH THE OPTION TO PURCHASE A 180KVA GENERATOR (CITY COUNCIL)

I.                     SUMMARY

The Emergency Operations Center (EOC) is a central command and control facility responsible for carrying out the principles of emergency preparedness and emergency management and disaster management functions. City Hall is the primary locations for Carson’s EOC and is equipped with an emergency generator. In the event of a natural disaster or an electrical grid failure, the generator will provide temporary power to City Hall for the EOC and other critical functions.      

In August 2019, Public Works began renting a 325KVA portable generator from Power Trip Rentals. The current rental agreement expires at the end of February. Based on the January 24, 2020 assessment of the stationary equipment by the County of LA Waste Control Engineering Inspection Group, an extension of the agreement is needed to allow enough time to appropriately address the repairs. Once the underground storage tank is repaired and the backup stationary generator is fully functioning, the rental generator can be repurposed to the new Corporate Yard in order to keep the data center servers, applications, network gear and critical lights functioning in cases of emergency.  Based on architecture design specifications, a 180KVA generator is suitable for use at both City Hall and Corporate Yard.  Staff is requesting the City enter into a rental agreement with an option to purchase the smaller unit.

The purchase of a 180KVA generator from Power Trip Rental will amount to $97,517.95.  An 80% credit of the monthly rental charge would be applied to the purchase amount.   

 

II.                     RECOMMENDATION

Recommendation

1.                     AUTHORIZE the City Manager to proceed with issuing a Purchase Order to Power Trip Rental in the amount by $97,517.95.

2.                     Take another action the City Council deems appropriate and consistent with the requirements of the law.

IV.                     BACKGROUND

The EOC is located within City Hall and is equipped with an emergency generator. In the event of a natural disaster or an electrical grid failure, the generator will provide temporary power to City Hall for the EOC and emergency lighting.

 

In August 2019, Public Works began renting a 325KVA portable generator from Power Trip Rentals. The current rental agreement expires at the end of February. On January 24, 2020, the County of Los Angeles Waste Control Engineering Inspector for the Environmental Program Division inspected and tested the City Hall underground storage tank. The tank annular testing, secondary pipe testing, and pipe sump testing all failed. The City was advised to submit an application to the County of Los Angeles Department of Public Works for a permit to investigate and repair. Once the permit is issued the City will need to hire an environmental remediation consulting company that can determine if the underground storage tank can be repaired.

V.                     FISCAL IMPACT

There is no fiscal impact associated with this item.  Funds for the purchase of a generator are allocated in Capital Asset Account no. 638-99-999-999-8004.
