CONSIDER CONTRACTS FOR ON-CALL EMPLOYEE RELATIONS INVESTIGATIONS  (CITY COUNCIL)

I.                     SUMMARY

The City has utilized various third-party attorneys and investigators for employee investigations and other matters in the past.  At this time, Staff does not have an external third-party attorney and/or investigator under contact.  Based upon current workloads, staffing levels and business needs, it is a good practice for Staff to have resources on-call.  Staff is presenting three (3) contracts for on-call services and requesting City Council approval on the proposed agreements.

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                      AUTHORIZE the Mayor to execute the contract after approval as to form by the City Attorney, and

2.                     AWARD a two-year contract to Garrett & Associates, to provide investigative services for the period of January 1, 2020 through December 30, 2021;

3.                     AUTHORIZE the Mayor to execute the contract after approval as to form by the City Attorney, and

4.                       AWARD a two-year contract to Harris & Associates to provide limited legal services in the form of workplace investigations for the period of January 1, 2020 through December 30, 2021;

5.                     AUTHORIZE the Mayor to execute the contract after approval as to form by the City Attorney, and

6.                      AWARD a two-year contract to St. John, Wallace, Brennan & Folan LLP to provide limited legal services in the form of workplace investigations for the period of January 1, 2020 through December 30, 2021;

IV.                     BACKGROUND

The City has worked with various third-party attorneys and investigators for employee investigations and other matters in the past.

The Carson Municipal Code Section 2611(c) allows the procurement of professional services, attorney(s) or other providers of professional services.  Staff has obtained quotes for services and selected consultants for professional services based on demonstrated competence, the professional qualifications necessary for satisfactory performance of the required services and a fair and reasonable price.

 

V.                     FISCAL IMPACT

The impact to the General Fund with be absorbed by the respective Department.
