CALIFORNIA STATE CONTROLLER'S OFFICE LETTER NOTIFYING THE CITY OF CARSON ON THE LATE SUBMISSION OF THE ANNUAL STREET REPORT (CITY COUNCIL)

I. SUMMARY
California S&H (Streets and Highways) code section 2151 requires cities and counties to file an annual report of street and road expenditures made during the preceding fiscal year. The Annual Street Report is required to be submitted to the State Controller’s Office by December 1.

IV. BACKGROUND
This item is on the agenda at the request of Mayor Albert Robles. This staff report provides background information on the late submission of the City of Carson’s Annual Street Report. The staff member responsible for getting this report to the State Controller’s Office separated from the City in November of 2019 with less than two weeks’ notice. The report was due December 1st, 2019. Although there was ongoing discussion about the previous staff member’s assignments, this report was neither mentioned nor listed with the assignments. It is largely a financial report that Finance staff works with the City Auditor to finalize.
The Annual Street report was submitted to the State Controller’s Office on Thursday, January 9th, 2020. We also contacted the State Controller’s Office to explain what happened and confirmed that we submitted the final report on that same date.
