CONSIDER ACCEPTING THE PREVENTION AND AFTERCARE GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (CITY COUNCIL)

I.                     SUMMARY

The Prevention and Aftercare Program is designed to strengthen family resilience and nurture the development of healthy behaviors. The objectives of these services include: 1) prevention of maltreatment before it occurs; 2) prevention of child abuse/neglect among families at risk through the provision of supportive family services; and 3) increased child safety within the home and preservation of families in which children have been maltreated, when the family’s problems can be effectively addressed.  This program is funded by a grant provided by the South Bay Center for Counseling (SBCC). For calendar year 2020 the City will receive $60,000 towards this endeavor.  The City Council is asked to accept the grant so that the Prevention and Aftercare program can continue.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     ACCEPT the $60,000 grant from the South Bay Center for Counseling for the Prevention and Aftercare Program.  

2.                     AUTHORIZE the Mayor to execute the Prevention and Aftercare Program contract, following approval as to form by the City Attorney.

IV.                     BACKGROUND

Since 2008, the City of Carson has been awarded a grant from the South Bay Center for Counseling (SBCC).  The funds were initially used to support the Prevention Initiative Demonstration Project and Family Support programs that created youth leadership initiatives.  It was hoped that these endeavors would provide young people the opportunity to develop skills they can use to improve their lives and the community, as well as give families activities and workshops to help strengthen their family bonds. 

In 2015, SBCC partnered with the City to provide services such as family coaching, goal setting and referrals to families in Carson and surrounding communities.  Called the Prevention and Aftercare Program, it was funded by SBCC for a term of five years.  South Bay Center for Counseling is extending the grant for another one-year term, from January 1, 2020 to December 31, 2020. The City Council is asked to consider accepting the grant and authorize the Mayor to execute the contract so that this program can continue.

V.                     FISCAL IMPACT

No fiscal impact.  The proposed resolution would include the $60,000 in both the revenue estimate and the expenditure budget for a net fiscal impact of zero.
