CONSIDER ACCEPTING AS COMPLETE PROJECT NO. 1470 AND 1601: HEMINGWAY PARK IMPROVEMENTS PROJECT (CITY COUNCIL)

I.                     SUMMARY

Project 1470 and 1601: Hemingway Park Improvements consisted of endeavors that included renovation of the snack bar roof, the community room, ball field leveling, and installation of a rubberized surface for the playground.  This project in now considered complete, in accordance with the Los Angeles County Regional Park and Open Space District Project Agreement Letter (Exhibit No. 1).  Tonight, staff is requesting that the City Council accept the work as complete, and authorize the filing of the Notice of Completion.

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     ACCEPT as complete Project 1470 and 1601: Hemingway Park Improvements.

2.                     AUTHORIZE staff to file a Notice of Completion.

IV.                     BACKGROUND

Hemingway Park is located at 700 E. Gardena Boulevard, at the intersection of Avalon Boulevard and Gardena Boulevard.  On April 15, 2008, the City Council adopted Resolution No. 08-057 (Exhibit No. 2), approving the application for grant funds from the Los Angeles County Regional Park and Open Space District.  The original application was for Carson Park and Hemingway Park playing field refurbishments. 

On April 21, 2014, the Los Angeles County Regional Park and Open Space District (District) approved Grant No. 58B8-08-2459 in the amount of $253,000.00.  The goal of this project was to provide an enhanced recreational experience for the community. To this end, the scope was expanded to include refurbishment to the community building (new paint, flooring, ceiling tile, cabinets and LED lighting snack bar), a new snack bar roof, ball field leveling; installation of rubberized surface in the playground; and tennis court resurfacing.  Additionally, the project was revised to focus solely on Hemingway Park. The Hemingway Park Improvement Project is listed in the City’s Capital Improvement Program (CIP) for FY 2015/16.

At its May 17, 2016, meeting, the City Council awarded several construction contracts to the lowest bidders for specific portions of the entire project:

                     Corral Construction:  Demolition of all existing cabinets located in the kitchen, classroom, activity room and office area and the installation of cabinets in the kitchen and snack bar (Exhibit No. 3)

                     Robertson Industries: Rubberized surface repair (Exhibit No. 4)

Collins Company, Stone Roofing, and CSA Holdings were approved under City Manager approval authority.

The contractors completed all of the scope of work per the approved plans and specifications for the grant in June 2017. However, the project was completed in its entirety in July of 2019, as there was a scheduling conflict with the sports field services contractor, CSA Holdings, which was indirectly tied to the grant for the laser leveling of the ball fields.

V.                     FISCAL IMPACT

Funds for this project were included in the adopted FY 2015/16 through FY18/19 budgets in the LA County Parks and Open Space Fund - Account Number 22-80-500-657-8008/01470 - in the amount of $253,000.00, the Park Development Fund - Account Number 16-90-999-004-8008/01601 - in the amount of $35,000.00 and $77,100.00 from the General Fund.  $33,867.00 of unspent grant funding will not be reimbursed to the City. The remaining funds of $7,867.32 will be returned to Quimby-Park Development Funds upon notice of completion. While $77,100.00 of General Fund monies was budgeted for this project, they were not used. The project budget and expenditures are summarized in the table below:
