CONSIDER AWARDING A CONTRACT TO GOODWILL, SERVING THE PEOPLE OF SOUTHERN LOS ANGELES COUNTY TO PERFORM ROUTINE CLEANING AND MAINTENANCE AT ALL CITY OF CARSON TRANSIT BUS STOPS (CITY COUNCIL)

I. SUMMARY
On September 12, 2019, an Invitation for Bids (IFB) notice was published to solicit qualified vendors to provide routine cleaning and maintenance of all City of Carson transit bus stops. A total of two vendors responded and submitted their proposals. Based on the completeness of the firm's response to the IFB, and cost of providing this service, Goodwill, Serving the People of Southern Los Angeles County (Goodwill) was selected as the recommended vendor. Staff is now seeking City Council approval to award a contract to Goodwill at total not-to-exceed amount of $342,300 for the period January 1, 2020 through June 30, 2023. The City has the option of extending the agreement for two (2) one-year terms based on performance.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. AWARD a contract to Goodwill, Serving the People of Southern Los Angeles County to provide routine cleaning and maintenance of all City of Carson transit bus stops at a total not-to-exceed amount of $342,300.00 for the period January 1, 2020 through June 30, 2023, with the option of two (2) one-year extensions based on performance.
2. AUTHORIZE the Mayor to execute the contract, following approval as to form by the City Attorney.

1. DO NOT AWARD the contract.
2. TAKE another action the City Council deems appropriate.
IV. BACKGROUND
The City of Carson's fixed-route transit bus system, the Carson Circuit, provides bus services via eight (8) fixed loops which run through designated areas of the City. The City currently has an agreement with Goodwill to provide routine cleaning and maintenance of all 181 transit bus stops belonging to the Carson Circuit....
