CONSIDER APROVAL OF A REIMBURSEMENT AGREEMENT BETWEEN THE CITY OF CARSON AND METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA FOR INSPECTION SERVICES ASSOCIATED WTIH THE REHABILITATION OF ITS SECOND LOWER FEEDER FACILITIES AND AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT  (CITY COUNCIL)

I.                     SUMMARY

One of the major pipelines in the Metropolitan Water District of Southern California (MWD) system is the Second Lower Feeder. This 39 mile pipeline of pre-stressed concrete cylinder pipe (PCCP) was constructed in 1967 and delivers treated water from Yorba Linda to the Palos Verdes Reservoir.  A total of 3.25 miles of the pipeline runs through the City of Carson.  In January 2019 MWD first notified the City that it was planning to reline the existing 78-inch diameter pipe that runs along 220th Street from Figueroa Street to the 405 Freeway, and along Carson Street from Acarus Avenue to Bataan Avenue. To ensure the June 30, 2020 deadline can be met, MWD will provide funding to secure external inspection services.

II.                     RECOMMENDATION

Recommendation

TAKE the following action:

 

1.                     APPROVE the Reimbursement Agreement between the City of Carson and Metropolitan Water District of Southern California for inspection services associated with the second lower feeder project, following approval as to form by the City Attorney; and any required Meet & Confer.

2.                     AUTHORIZE the Mayor to execute the Reimbursement Agreement between the City of Carson and Metropolitan Water District of Southern California

1.                     DO NOT APPROVE the Reimbursement Agreement between the City of Carson and Metropolitan Water District of Southern California for inspection services associated with the second lower feeder project.

2.                     DO NOT AUTHORIZE the Mayor to execute the Reimbursement Agreement between the City of Carson and Metropolitan Water District of Southern California 

3.                     TAKE another action the City Council deems appropriate, consistent with the requirements of the law.

IV.                     BACKGROUND

One of the major pipelines in the Metropolitan Water District of Southern California (MWD) system is the Second Lower Feeder. This 39 mile pipeline of pre-stressed concrete cylinder pipe (PCCP) was constructed in 1967, and delivers treated water from Yorba Linda to the Palos Verdes Reservoir.  A total of 3.25 miles of the pipeline runs through the City of Carson.  In January 2019 MWD first notified the City that it was planning to reline the existing 78-inch diameter pipe that runs along 220th Street from Figueroa Street to the 405 Freeway, and along Carson Street from Acarus Avenue to Bataan Avenue.

As MWD performs work in this area, it will open the pipe in key locations called “portals” by excavating approximately 40 feet x 20 feet of the roadway area; there will be four different portal sites along the pipeline alignment.  After excavation, MWD will cut the existing 78 inch diameter pipe and the new steel lining pipe segments will be lowered into the pipe and pushed hundreds of feet through the pipeline and finally welded together to create a steel lined pipeline.  Work around the manhole, including replacement of valves, air vacuum release and ventilation in different locations will also be performed.  Traffic control will be installed at each portal site and at the manhole work area.  The contractor will maintain one lane open in each direction along Carson Street to accommodate traffic.  However, given that 220th Street is a narrower street, closure of half of the street may be required in this area, and an alternate route has been identified.

Based on the schedule submitted by MWD, the work needs to commence in October 2019 to ensure completion by its deadline of June 30, 2020.  Understanding the urgency of the project, staff made every effort to accommodate MWD’s request. 

In the third week of February 2019, MWD’s design team submitted traffic control plans to the City for review and approval.  Since then, there have been a series of plan check comments by City staff and corrections made by MWD to ensure the plans were acceptable and met City Standards.

On October 14, 2019, staff approved the traffic control plan.  On October 21, 2019, using the City’s internal staff, MWD was able to commence work at the start of the pipeline segment that includes the first manhole and two of the four portals.  Once the Reimbursement Agreement is approved and has been fully executed, a second permit will be issued so that MWD can commence work on the balance of the project.

The work will be performed Monday through Friday between 7:00am and 7:00pm.  There are no restrictions on work to be performed from 8:30am to 3:30pm, but from 7:00am to 8:30am and from 3:30pm to 7:00pm, work is restricted to within the fenced work area.

MWD will be making every effort to minimize the inconvenience to the community. There will be no interruption to water service during this project because MWD has multiple service feeders that can be used. Per City Standards, MWD or its contractor shall be responsible for the distribution of notices to businesses at least three working days (72 hours) prior to the start of construction.  MWD has been distributing notifications for the past several weeks and has also been directly communicating with schools in the area as well as with the City’s Solid Waste Management contractor to ensure trash pickup remains unaffected.

V.                     FISCAL IMPACT

None.  MWD will provide funding for inspection services.
