I. SUMMARY

This public hearing is a continuation of the October 15, 2019 public hearing and the recommendation will be to continue the public hearing after discussion to November 19, 2019 to be able to consider additional maps created by the second demographer, NDC Demographics ("NDC"), and any additional maps created by the public using the enhanced Public Participation Kit created by NDC.
Tonight, the City Council may consider the three additional maps created by NDC (Exhibits 1-3) and also revisit the maps created by the original demographer, Compass Demographics (Exhibits 4-7). Additionally, Council discussed election sequencing on October 1 and October 15 (defined as once the Council has selected a map they then must also select which districts stand for election in 2020 and which stand for election in 2022) and may have further discussion of potential election sequencing of the new maps. (Exhibit 8)
Also presented is a schedule (so far) of public workshops to be held in several parks in Carson to discuss the proposed districts (Exhibit 9).
Finally, a contract amendment with NDC is presented to provide for the demographer to prepare and participate in the community meetings, which is scope beyond his original contract (Exhibit 10) and a copy of the original contract (Exhibit 11).
