I. SUMMARY

A request was submitted by a local business to eliminate the truck parking zone on the east side of Alameda Street, north of El Presidio Street (Exhibit No. 1).


II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. AUTHORIZE the elimination of the truck parking zone on the east side of Alameda Street, north of El Presidio Street.
2. DIRECT the Director of Public Works to remove the existing signs designating the truck parking zone.

1. DENY the request to eliminate the truck parking zone on the east side of Alameda Street, north of El Presidio Street.
2. TAKE another action the City Council deems appropriate consistent with the requirements of the law.

IV. BACKGROUND

The Carson Municipal Code prohibits truck parking on any street except at locations where signs are posted to permit such parking or if the truck is being used to deliver / pick-up goods or to provide a service to a nearby property. This regulation can be found in the Carson Municipal Code Section 3254.2 and has been in effect since 1975 (Exhibit No. 2). Signs are in place at all entrances to the City of Carson and along truck routes that state "No Truck Parking - City of Carson Streets - Except Loading and Unloading and Permitted Parking Areas" to inform truck drivers of this restriction.
There are two types of locations that are eligible for truck parking signs. The first category allows parking for up to 72 hours to accommodate truck drivers who need to park their trucks overnight. The second category allows for one-hour truck parking, and is typically located in the vicinity of restaurants to accommodate drivers who wish to eat in Carson.
