CONSIDER AUTHORIZING THE MAYOR WITH THE SIGNING AUTHORITY TO EXECUTE PROPOSITION A DISCRETIONARY INCENTIVE PROGRAM MEMORANDUM OF UNDERSTANDING WITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (CITY COUNCIL)

I. SUMMARY
The Transportation Services Division (TSD) annually participates in the Los Angeles County Metropolitan Transportation Authority's (Metro) Proposition A Discretionary Incentive Program. This endeavor provides funding to agencies that voluntarily collect and report annual transit data to the National Transit Database (NTD). This information is used by the Federal Transit Administration (FTA) to support local, state, regional planning efforts, and to help governments and other decision-makers make multi-year comparisons and perform trend analyses. Through the execution of a Memorandum of Understanding (MOU), an invoice is sent to Metro that formally requests that the funds be sent to the City. Tonight, the City Council is asked to authorize the Mayor to execute this year's and all proceeding MOUs to initiate the current process to obtain the moneys, and to set a precedent for all future agreements.
II. RECOMMENDATION
Recommendation
AUTHORIZE the Mayor to execute this year's and all proceeding Proposition A Discretionary Incentive Program Memorandum of Understanding with the Los Angeles County Metropolitan Transportation Authority, following approval as to form by the City Attorney.
