CONSIDER A 5-YEAR AGREEMENT BETWEEN THE CITY OF CARSON AND THE COUNTY OF LOS ANGELES DEPARTMENT OF ANIMAL CARE AND CONTROL FROM JULY 1, 2019 THROUGH JUNE 30, 2024  (CITY COUNCIL)

I.                     SUMMARY

Since 1968, the County of Los Angeles Department of Animal Care and Control has provided the City of Carson with animal control services.  The most recent agreement was approved by City Council at the July 1, 2014 meeting (Exhibit No. 1.)  That agreement expired on June 30, 2019.  Staff recommends that a new five-year agreement with the County of Los Angeles Animal Care and Control be approved for the period of July 1, 2019 through June 30, 2024 (Exhibit No. 2).

II.                     RECOMMENDATION

Recommendation

1.                     APPROVE the five-year agreement with County of Los Angeles Department of Animal Care and Control to provide limited animal control services for the City of Carson, for the period of July 1, 2019 through June 30, 2024.

2.                     AUTHORIZE the City Manager to execute the agreement, following approval as to form by the City Attorney.

IV.                     BACKGROUND

The county of Los Angeles Department of Animal Care and Control has provided the City of Carson with animal control services since 1968.  These services include providing kennel and animal shelter services, shelter and treatment of all animals, reptiles and fowl delivered to the shelter from within the boundaries of the City, impounding stray dogs and cats, disposal of dead animals and enforcement of state statutes and municipal animal control ordinance.

The rates for these services for FY 2019/2020 are as follows:

The cost for the services is offset by impound fees and housing fees, along with license fees collected at the shelter that are credited to the City monthly.  For FY 2018/19 the cost for providing animal control services to the City of Carson was $507,111.30. The City received $167,689.00 in credits leaving a net cost to the City of $339,422.30. Attached is a sample invoice from Los Angeles Department of Animal Care and Control that shows the typical breakdown of costs and credits to the city for March 2019.  (Exhibit No. 3).

On June 4, 2019, Council approved staff proposal to have an in-house animal control service in order to reduce total cost of these services. For FY 2019/20, the budget for County Animal Control services will be $203,291 while the in-house animal control services will be $140,735 which includes an Animal Control Officer, a vehicle and uniform.

V.                     FISCAL IMPACT

Funds for animal control services are included in the proposed FY 2019/20 budget in account number 101-55-592-158-6004. County contract budget is $203,921 to cover the in-take center for alive and dead animals and to carry out euthanasia services. The in-house animal control services budget is $140,735 which includes an FTE, a vehicle and uniform cost.  Funds to reflect the future annual contract costs will also be included in succeeding annual budgets.
