CONSIDER CO-SPONSORSHIP OF THE AMERICAN CANCER SOCIETY RELAY FOR LIFE EVENT SCHEDULED FOR JULY 26-27, 2019 (CITY COUNCIL)

I.                     SUMMARY

During the July 16, 2019 regular City Council meeting Mayor Pro Tem Hicks and Councilmembers Davis-Holmes and Dear called for a special City Council meeting to discuss this matter. During the July 16, 2019, City Council meeting Mayor Robles asked that this item be listed on tonight’s agenda.

The special meeting was held on July 23, 2019 and the City Council voted to approve the use of specified city equipment at the offsite event and staff delivery, set up and break down with appropriate liability coverage and insurance provided by the American Cancer Society.

For many years, the City has provided support for the American Cancer Society’s annual Carson Relay for Life. For at least two recent years, this event has been held at the facility now known as Dignity Health Center. Support has included, among other things, a fee waiver for the use of City equipment and staff time.  At a City Council Budget Workshop on August 8, 2007, the City Council expressed an interest in providing support in perpetuity to this community event. It has subsequently been determined that an action by the City Council cannot be in perpetuity.  Therefore, this item is being brought to the City Council for direction on the City’s participation in this year’s event.

IV.                     BACKGROUND

For many years, the City of Carson has supported the American Cancer Society’s Relay for Life event, which raises funds for the fight against cancer. This year's program is scheduled to take place on July 26-27, 2019, at the Dignity Health Sports Park. In the past, the City has conveyed its support for the Relay for Life through a combination of in-kind services such as materials and supplies and staff time.

At a City Council Budget Workshop on August 8, 2007, the City Council expressed an interest in providing support in perpetuity to this community event. The decision to provide support and in-kind services in perpetuity to the Relay for Life program was revisited and approved by City Council on April 1, 2015 (Exhibit No. 1). It was subsequently determined that an action by the City Council cannot be in perpetuity.

Also attached is a comprehensive summary of items provided by the City of Carson to Relay for Life and their associated cost from 2007 to 2015 (Exhibit No. 3).  As requested, a list of participating cities has been attached. (Exhibit No. 4)

This item is being brought to the City Council for direction on what participation the City should have in this year’s event.  Exhibit No. 2 shows materials and supplies needed for this year’s event. 

   V.                     FISCAL IMPACT

The fiscal impact is contingent upon the action the City Council chooses to take. The cost associated with the items in Exhibit No. 2 is estimated to be $6,200.
