CONSIDER FEE WAIVER FOR SOPHISTICATED DANCE STUDIO FOR FISCAL YEAR 2019/2020

I. SUMMARY
During the July 16, 2019 regular City Council meeting Mayor Pro Tem Hicks and Councilmembers Davis-Holmes and Dear called for a special City Council meeting to discuss this matter.
Beginning in 2013, three community groups (Apollo West Carson Players, Mariachi Academy, and Sophisticated Dance) were granted fee waivers for room use at the Congresswoman Juanita Millender-McDonald Community Center at Carson. In 2015, a four-year extension was provided to those three community groups, along with the ERB Foundation. Those fee waivers expired on June 30, 2019.
The City Council is asked to provide direction to staff regarding whether to continue waiving room use fees at the Community Center for Sophisticated Dance.

DISCUSS and PROVIDE direction regarding a fee waiver for Sophisticated Dance.

IV. BACKGROUND
The City of Carson has provided funding for fine arts programming through the Cultural Arts Commission since the 1980s. With the City's budget challenges in 2010, this program was suspended until a time when it would be financially feasible for the City to restart the program. In the interim, the City Council voted to waive room use fees for three community groups (Apollo West Carson Players, the Mariachi Academy, and Sophisticated Dance) for a two-year period at the Community Center. This action was taken in order to assist these groups with their fundraising activities, as well as to hold meetings and rehearsals.
In 2015, a four-year fee waiver extension was provided to those three community groups, along with the ERB Foundation. Those fee waivers expired on June 30, 2019.
