CONSIDER AN AWARD OF A CONTRACT SERVICES AGREEMENT TO ACTION CLEANUP ENVIRONMENTAL SERVICES INC., FOR PROJECT NO. 1609- REMOVAL OF RED CURB PAINT ALONG CARSON STREET FROM FIGUEROA STREET TO THE 405 FREEWAY  (SUCCESSOR AGENCY)

I.                     SUMMARY

On April 25, 2019, Public Works staff solicited bids from qualified companies to remove, collect, and properly dispose of existing flaking, lead containing red curb paint for Project No. 1609 - Removal of Red Curb Paint along Carson Street from Figueroa Street to the 405 Freeway (Exhibit No. 1). Staff received one bid by the bid due date of May 13, 2019 and requests that the Carson Successor Agency (Agency Board) award a Contract Services Agreement to Action Cleanup Environmental Inc. in the amount of $38,570.00.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     AWARD a contract services agreement for Project No. 1609 - Removal of Red Curb Paint along Carson Street from Figueroa Street to the 405 freeway, in the amount of $38,570.00 to the lowest responsive and responsible bidder, Action Cleanup Environmental Inc.

 

2.                     AUTHORIZE the expenditure of $4,400.00 to cover the effort for public works maintenance workers to re-paint stripped curbs red, as required, for this project.

 

3.                     AUTHORIZE the expenditure of a construction contingency in the amount of $6,445.50 (15%) for any unforeseen construction work that may be required to complete this project.

 

4.                     APPROPRIATE $49,415.50 from the Coop Agreement Bond Proceeds (account number 284-80-820-904-8008) balance to cover the cost of this project.

 

5.                     AUTHORIZE the Chairman to execute the Contract Services Agreement following approval as to form by the Agency Counsel.

III.                     ALTERNATIVES

1.                     DO NOT APPROVE the Contract Services Agreement

2.                     TAKE another action the Carson Successor Agency deems appropriate, consistent with the requirements of the law.

IV.                     BACKGROUND

On July 17, 2018 the Agency Board accepted Project No. 1043 Carson Street Master Plan as complete. As part of the project, segments of existing old red curb remained in place where newly constructed curb joined the alignment, which lessened the aesthetic appeal of the street. A quantity take-off resulted in 4,200 LF of existing painted curb on Carson Street that would need to be removed for this project. The existing red paint on Carson Street was tested and confirmed to contain lead, and requires that an external contractor be secured for removal and disposal. After the paint has been removed, the Right of Way Maintenance crew in the Public Works Department will repaint the curbs.

Using Planet Bids, staff solicited bids from qualified companies to remove and properly dispose of the existing red curb paint. One bid was received for consideration. Staff reviewed and confirmed that the company, Action Cleanup Environmental Inc. appropriately captured the required scope of work and was deemed responsive and responsible. (Exhibit No. 2).

Staff, therefore, recommends the award of the Construction Contract to Action Cleanup Environmental Inc., in the bid amount of $38,570.00 (Exhibit No. 3). Action Cleanup Environmental Inc. is a bona fide contractor licensed by the state of California. 

Action Cleanup Environmental Inc. estimates up to 2 days to complete the proposed work. Upon approval to begin work, the company will require a 5-day material purchase and resource mobilization timeframe. The Public Works Department has estimated that it will take a four person crew two (2) working days to paint the concrete curbs associated with this project. The project is anticipated to be completed by early July, 2019. 

 

V.                     FISCAL IMPACT

The contract bid amount for this improvement is $38,570.00. Considering the staff effort of $4,400.00 and a construction contingency of $6,445.50 (15%), the total funds needed for the project is $49,415.50. Funds for this project should be appropriated from the undesignated Coop Agreement Bond Proceed (account number 284-80-820-904-8008) balance to cover this improvement. The current balance available in Coop Agreement Bond Proceed is $813,017.43.
