CONSIDER RESOLUTION NO. 19-089, FORMALLY AUTHORIZING ADDITIONAL FUNDING FOR SELECT CITY OF CARSON SPECIAL EVENTS (CITY COUNCIL)

I.                     SUMMARY

At the December 4, 2018, meeting, the City Council discussed and authorized additional funding to the FY 2018-19 budgets for Cinco de Mayo, the Youth Conference, Philippine Independence Day and Juneteenth. Additionally, Unity Day was reinstated, with the required funds to stage.  In order to formalize this action, Resolution No. 19-089 must be approved.

 

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 19-089, “A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2018-19 BUDGETS FOR CINCO DE MAYO, THE YOUTH CONFERENCE, PHILIPPINE INDEPENDENCE DAY, AND THE JUNETEENTH CELEBRATION, AND ESTABLISHING A BUDGET FOR THE DAY OF UNITY EVENT.”

TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

The City of Carson typically presents between 20-25 special events annually. These programs are funded by a combination of sources, primarily the General Fund, revenues through ticket sales and occasionally donations. With the creation of the Carson Community Foundation, additional support is now available.

 

During the most recent budget cycle, 16 of these special events were allocated funds by the City Council. In many cases the approved amounts for Fiscal Year (FY) 2018/19 were the same as what was appropriated in FY 2017/18.  However, there remained several for which their budgets were either decreased or eliminated completely.  It was during this process that the Youth Conference was provided with its $10,000.00 budget. 

 

At its October 2, 2018, meeting, the City Council approved allocating $10,000.00 each to Cinco de Mayo and Philippine Independence Day.   During its December 4, 2018, meeting, the City Council approved increasing the budgets of four events:  Cinco de Mayo, Youth Conference, Philippine Independence Day and Juneteenth.  These additional funds brought their budgets back to FY 2017/18 levels, and will permit staff to present programs comparable to what was done in the past.  The Day of Unity event was also reinstated.

In order to formalize the December 4, 2018, action, the City Council is asked to approve Resolution No. 19-089.

 

Not included in this resolution is Children’s Day, which Councilmember Dear had requested support for during the Mid-Year Budget Review, in the amount of $5,000.  Council had given direction to bring it back in the budget discussion, but the event is in May and the adoption of the Fiscal Year 2019-20 budget is in June.  If the Council wanted to support the Children’s Day event for 2019, it should amend the Budget Resolution and add the $5,000 to it.

 

V.                     FISCAL IMPACT

The City Council approved these additional allocations at its December 4, 2018, meeting.  In the time since, the funds have already been deposited into the appropriate special events accounts.
