CONSIDER RESOLUTION 19-085 SUPPORTING MEASURE EE, THE LOS ANGELES UNIFIED SCHOOL DISTRICT QUALITY TEACHER, CLASS SIZE REDUCTION, LOCAL SCHOOL SAFETY MEASURE (CITY COUNCIL)

I. SUMMARY

Earlier this year the Los Angeles Unified School District (LAUSD) teachers went on strike. The conclusion of that strike included an agreement between the school district and the teachers that provided a number of benefits to teachers. Without increasing its revenue, those agreed-upon contract terms will cause LAUSD to fall below its legally required reserves in just three years.
A proposed parcel tax titled Measure EE is being brought before the voters on June 4, 2019, to increase local funding for public education. Attached for the Council's consideration as Exhibit No. 1 is Resolution No. 19-085, a resolution of support for Measure EE.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 19-085, "SUPPORTING MEASURE EE THE QUALITY TEACHER, CLASS SIZE REDUCTION, AND LOCAL SCHOOL SAFETY MEASURE"

2. REQUEST staff to forward a copy of the executed Resolution 19-085 to the board members of the Los Angeles Unified School District.

IV. BACKGROUND

The teachers strike concluded with an agreement that included 3% for teachers, retroactive to the 2017-18 school year, and an additional 3% raise retroactive to July 2018; a class size reduction of about four students over three years; a full-time nurse assigned to every school, five days a week; enough librarians to staff libraries on secondary-school campuses; and, enough counselors to bring the ratio closer to one counselor per 500 students at middle and high schools.
