CONSIDER APPROVING CONTRACT AMENDMENT NO. 1 IN THE AMOUNT OF $103,728.76 WITH MV TRANSPORTATION TO PROVIDE ADDITIONAL BUS MAINTENANCE SERVICES FOR THE OPERATION OF THE CARSON CIRCUIT (CITY COUNCIL)

I. SUMMARY

On June 3, 2015, the City Council approved the selection of MV Transportation, Inc. to operate the City of Carson's fixed-route bus system, the Carson Circuit. The term of this agreement is from January 1, 2016 through December 31, 2020. The City Council is requested to approve contract Amendment No. 1 to correct language in the original agreement and add provisions to include maintenance of City-operated buses.

II. RECOMMENDATION
Recommendation

1. APPROVE Amendment No. 1 with MV Transportation, Inc.
2. AUTHORIZE the Mayor to execute the amendment, following approval as to form by the City Attorney.

IV. BACKGROUND

The City of Carson's fixed-route bus system, the Carson Circuit, is comprised of eight (8) routes that run 40-minute loops, beginning at 5:00 AM and ending at 6:40 PM, through designated areas of the City. In addition to providing local services to the Carson community, the Circuit acts as a feeder/connector to other regional providers such as the Metropolitan Transit Authority (Metro) for both bus and rail, Torrance Transit, and Long Beach Transit. All routes begin and end at the South Bay Pavilion Mall. Under this Agreement, MV Transportation has provided the City with fixed-route bus services since January 1, 2016.
Upon a recent review of the agreement by staff, it was discovered that sections within the Scope of Services and the Schedule of Compensation required immediate correction. Specifically, the Agreement does not provide that MV provide the City any Fleet Maintenance Services for City-owned vehicles, though it has since the beginning of the Agreement. The ...
