CONSIDER APPROVAL OF A PURCHASE ORDER TO QUINN COMPANY, CITY OF INDUSTRY, CA, FOR THE PURCHASE OF ONE NEW CAT 272D2 SKID STEER LOADER WITH PC310B COLD PLANER AND 80 INCH BOCE BUCKET IN THE AMOUNT OF ONE HUNDRED FOUR THOUSAND SEVEN HUNDRED THIRTEEN DOLLARS AND SEVENTY FIVE CENTS $104,713.75 (CITY COUNCIL)

I. SUMMARY
Staff recommends that the City Council approve a Purchase Order through Sourcewell, formerly known as National Joint Powers Alliance (NJPA) to Quinn Company of City of Industry, CA in the amount of One Hundred Four Thousand Seven Hundred Thirteen Dollars and Seventy Five Cents $104,713.75 for the purchase of a new CAT 272D2 Skid Steer Loader with PC310B Cold Planer and 80 Inch BOCE Bucket.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. WAIVE the formal bid process defined by the Carson Municipal Code, Section 2607, as allowed by Section 2605 (1) (ii).
2. AUTHORIZE the Purchasing Manager to utilize Cooperative Purchasing as allowed by Section 2611 (g) and issue a purchase order in the amount of One Hundred Four Thousand Seven Hundred Thirteen Dollars and Seventy Five Cents $104,713.75 for one new CAT 272D2 Skid Steer Loader with PC310B Cold Planer and 80 Inch BOCE Bucket.

TAKE another action the City Council deems appropriate, consistent with the requirements of the law.
IV. BACKGROUND
The Public Works Department maintains a fleet of heavy equipment that is used for the provision of daily maintenance and operations services in support of the City. Replacement of worn-out equipment is part of the ongoing effort to maintain fleet reliability and sustainability. By replacing equipment at the end of their useful life, the City will save money, reduce out-of-commission time, and increase safety.
A 2001 Skid Steer Loader (#878) is routinely used by Concrete and Street Maintenance crews to perform right-of-way maintenance activities such as the removal and replacement of deteriorating sidewalks and the maintenance and preservation of paved streets. This equipment is reaching the end of its service life and is recommended for replacement. The equipment is frequently in and out of service due to mechanical breakdowns and has gone through a series of significant repairs within the past year.
Sourcewell is a contracting agency established to allow participating municipal agencies to reduce the cost of procurement by leveraging the benefits of contract purchasing. Through solicitations, Sourcewell contracts bring considerable value and efficiencies to members through nationally leveraged contracted suppliers with access to the highest quality products and brands. Each solicitation and RFP contains language which includes all qualified customers in all fifty states. Sourcewell contract purchasing solutions are reviewed by the Sourcewell Board of Directors and awarded on the members’ behalf. The City of Carson (#38521) is a member of Sourcewell.
The vehicle specifications are specific to Caterpillar, and the City has confirmed that the manufacturer does not have an alternative fuel option for this equipment.
A Sourcewell quote for this equipment was prepared for the City on February 12, 2019. The price for a new CAT 272D2 Skid Steer Loader with PC310B Cold Planer and 80 Inch BOCE Bucket.is $104,713.75.
In an attempt to secure a quote from a Carson vendor, Herc Rental’s located at 22422 S. Alameda St, Carson, CA 90810 was solicited on April 11, 2019. The Sales Associate informed the City that they do not sell Caterpillar “Cat” Equipment.
The City Attorney’s Office was consulted for this purchase and advised that a purchase contract was not necessary.
If this item is approved, the existing equipment will be surplused once the new equipment is received.
V. FISCAL IMPACT
Funds for this item were not allocated in the FY 2018/19 budget; however, staff has adjusted its operation and maintenance budget so that the department is able to absorb the cost this fiscal year in Account No. 101-80-840-294.
