TIMELINE FOR ADDING A BALLOT MEASURE TO THE MARCH 2020 AND NOVEMBER 2020 ELECTIONS (CITY COUNCIL)

I. SUMMARY
Mayor Pro Tem Hicks and Councilmember Davis-Holmes requested election timelines associated with placing a ballot measure on the March 2020, Presidential Primary and the November 2020 Statewide General Election (also known as the City’s regular General Municipal election).
In all cases, resolutions to place a ballot measure on an election ballot should be approved no later than 88 days prior to the election date. Given the City of Carson is governed by a charter, any ballot measure placed on the ballot by the governing body intended to amend the charter must be on the established Statewide General Election date (Elections Code 1415 and 9255).
However, in the event a measure for a charter amendment proposed through a petition signed by 15 percent of registered voters of the city, it may be placed on an established statewide general, statewide primary or a general municipal election therein.
