CONSIDER CHANGING THE NAME OF STADIUM WAY BACK TO JIM DEAR BOULEVARD (CITY COUNCIL)

I.                     SUMMARY

This item to rename Stadium Way has been placed on the agenda by the Mayor as a result of a request by Councilmember Dear. 

At the May 21, 2013 meeting, the City Council changed the name of Lenardo Drive to Jim Dear Boulevard.  In July, 2015, the City Council changed the name of the street again to Stadium Way because the site was being considered as a National Football League stadium site. This is the street that previously extended from Main Street to Avalon Boulevard through the former Cal Compact Landfill and now through a development called the District at South Bay.  Access to the street is currently closed to accommodate the remediation and development activities, and much of the street remains unbuilt.  As such, the only segment that is currently open to the public is the stretch that extends from the I-405 southbound off-ramp to Avalon Boulevard.

II.                     RECOMMENDATION

Recommendation

                     CONSIDER and PROVIDE direction.

1.                     CHANGE the name of Stadium Way to Jim Dear Boulevard.

2.                     CHANGE the name of Stadium Way to another street name to be determined by City Council after consideration of the development activity on the site.

3.                     DECLINE to take action at this time.

1.                     IV.                     BACKGROUND

The City of Carson previously had a written policy and procedure that was used as a guideline for processing, evaluating, and selecting new street names or changes to existing street names (Exhibit No. 1).  That Standard Management Procedure (SMP No. 8.1) was suspended by the City Council at the September 6, 2011 City Council meeting because it was deemed to be obsolete and in need of review and update, therefore, it was not applicable to the request in 2013 to change the name to Jim Dear Boulevard, nor to name it Stadium Way.  No SMP has been developed to replace SMP 8.1.

The street under consideration was previously named Lenardo Drive when the site operated as the Cal Compact Landfill.  It was renamed to Jim Dear Boulevard by the City Council on May 21, 2013.  Still, as construction activity is due to begin this month, the street needs a name, largely for the purpose of ordering utility service (SCE transformers, etc.) and tracking building permits, among other things.

There are several options that are available to the City Council, as outlined in the Alternatives section. The street name could be changed back to Jim Dear Boulevard, changed back to its original name of Lenardo Drive, or it could be changed to another name that would be determined by the City Council, perhaps in conjunction with the vertical retail developers, who have suggested a number of names.  The City Council also has the option to decline taking action at this time, which means the street would retain the name of Stadium Way for the time being.

V.                     FISCAL IMPACT

The cost of changing the street name signs is estimated to be $800.00.
