FISCAL YEAR 2018-2019 TRANSPORTATION SERVICES UPDATE (CITY COUNCIL)

I. SUMMARY

This item is on the agenda at the request of Mayor Pro Tem Cedric Hicks. Staff has prepared a brief presentation regarding the current statuses of programs operated by the Transportation Services Division (Exhibit No. 1).

II. RECOMMENDATION
Recommendation

1. LISTEN to the presentation.
2. CONSIDER making adjustments to Transportation Services programs based on the results of ridership analysis.
3. CONSIDER directing staff to propose productive adjustments to the Dial-A-Ride program based on pilot models of Transportation Network Companies (TNC).
4. CONSIDER a professional mobility study and Comprehensive Operations Assessment (COA) to better prepare the City for ongoing changes in transit.

IV. BACKGROUND

In 1998, the City of Carson Transportation Services Division introduced the North-South Shuttle service to meet the needs of commuters seeking connections from Carson to regional bus lines and the Harbor Gateway Transit Center in Gardena. This shuttle service was added as a supplement to the existing Carson Circuit bus system which provides eight fixed-route loops through designated areas of the City. At the time of its introduction, the North-South Shuttle operated Monday through Saturday between 6:10 a.m. and 5:50 p.m.
Over the years, changes in commuting patterns and the closing of a local K-mart have dramatically reduced demand for the North-South Shuttle. Due to low ridership and at the request of the City Council, the operating schedule was scaled back in 2012 to Monday through Friday between 6:10 a.m. through 7:44 a.m. and 3:20 p.m. through 4:04 p.m. A recent review of ridership in 2016 through 2018 has illuminated a significant drop in annual ridership of well over 76% (Exhibit No. 2).
