DISCUSSION ON COMMENCEMENT OF A PROCESS TO TERMINATE DEVELOPMENT AGREEMENT BETWEEN THE CITY OF CARSON AND CALIFORNIA PROCESSING COMPANY, LLC. FOR 3.7-ACRE PROPERTY LOCATED AT 2403 E. 223RD STREET (CITY COUNCIL) (PURSUANT TO REQUEST FOR RECONSIDERATION)

I. SUMMARY
Councilmember Lula Davis-Holmes has requested a full Council discussion of re-opening and terminating that certain Development Agreement between the City of Carson and California Processing Company, LLC.
II. RECOMMENDATION
Recommendation
INSTRUCT staff to bring back further discussion, and potential public hearing, for the termination of the California Processing Company, LLC Development Agreement, as consistent with the Development Agreement Statutes (Gov. Code §§65864 et seq.) and terms of the California Processing Company, LLC Development Agreement.

Any other action deemed appropriate by the City Council.
IV. BACKGROUND
This staff report provides the next steps required to implement this process. Because adoption of the Focal DA statutorily and contractually required a notice and public hearing process, and includes a further notice and public hearing process for purposes of terminating the DA, such procedures are recommended as next steps to be taken at a noticed public hearing at a regular Council meeting.
