CONSIDER COUNCIL POLICY & PROCEDURE NO. 1.02.03, SEATING ARRANGEMENT ON THE DAIS (CITY COUNCIL)  (PURSUANT TO REQUEST FOR RECONSIDERATION)

I.                     SUMMARY

This action was requested by City Councilmembers Davis-Holmes and Dear, and mayor Pro Tem Hicks.  The City Council is asked to consider and provide direction of current seating arrangement of elected officials on the dais.  The current Council Policy 1.02.03, adopted by the City Council on September 17, 2015 (Exhibit No. 1), allows the Mayor to determine the selection of seating assignments for the Mayor and Councilmembers and includes both the City Clerk and City Treasurer.

IV.                     BACKGROUND

Prior to adopting the current policy and procedure, the Mayor determined the seating assignments of individual Councilmembers on the dais excluding the City Clerk and the City Treasurer. Council Policy 1.02.03 superseded SMP 1.64, adopted in 2009.

V.                     FISCAL IMPACT

The City incurs a $2,000 (or more) charge from its electronic voting system vendor each time the Mayor Pro Tem’s seat changes location changes, as the electronic voting by title is specific to each seat.  It normally occurs upon Council reorganization, but would reoccur if there are more frequent changes.
