CONSIDER AUTHORIZING THE CITY'S KABOOM! GRANT APPLICATION AND ADOPTING RESOLUTION NO. 19-007 ALLOCATING FUNDS IN THE AMOUNT OF $8,500.00 FOR THE REQUIRED CITY MATCH  (CITY COUNCIL)

I.                     SUMMARY

KaBoom! is a national non-profit organization that develops, manages and coordinates community-build playground construction projects. The City of Carson has successfully partnered with KaBoom! three times, at Friendship Mini Park, Walnut Mini Park and Scott Park.  Staff was recently notified that the City is potentially eligible for an approximately $100,000.00 grant to replace the north playground and surface material at Stevenson Park. The grant requires an $8,500.00 City match.  Tonight, the City Council is asked to authorize moving forward with the City’s grant application, and to approve Resolution No. 19-007 allocating funds in the amount of $8,500.00 for the required City match.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     AUTHORIZE staff to move forward with the KaBoom! grant application for the  purchase and installation of playground equipment and surface material at the north playground of Stevenson Park.

2.                     APPROVE an appropriation of $8,500.00 from the Unreserved General Fund Balance to cover the City’s required match.

3.                     WAIVE further reading and ADOPT Resolution No. 19-007, “A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2018/19 ADOPTED BUDGET TO ALLOCATE FUNDS IN THE AMOUNT OF $8,500.00 FOR THE CITY’S MATCH FOR THE KABOOM! GRANT.”

IV.                     BACKGROUND

Launched in 1995, KaBoom! is national non-profit organization that develops, manages, and coordinates community-build playground construction projects.  Since its inception, more than $10 million has been raised for playgrounds through partnerships with corporate, foundation, and individual donors.  KaBoom! has constructed more than 3,000 playgrounds nationally, impacting more than 9 million children.

The City of Carson has successfully partnered with KaBoom! at three sites - Friendship Mini Park, Walnut Mini Park and, Scott Park.  There is now a potential opportunity to purchase and install new playground equipment and surface material the north playground of Stevenson Park.  In order to proceed with this endeavor, the City Council is asked to authorize moving forward with the City’s application, and approve Resolution No. 19-007 allocating funds in the amount of $8,500.00 for the required match. 

V.                     FISCAL IMPACT

Funds for this project were not included in the FY 2018/19 Adopted General Fund Budget.  Should the City Council approve staff’s recommendation, funds from the Undesignated General Fund Balance will need to be appropriated.  The fiscal impact will be $8,500 for the city match required by the grant.
