CONSIDER APPROVING CONTRACT AMENDMENT NO. 1 WITH ADMINISTRATIVE SERVICES COOPERATIVE TO OPERATE DIAL-A-RIDE (CITY COUNCIL)

I.                     SUMMARY

On January 20, 2015, the City Council approved the selection of Administrative Services Cooperative, Inc. (ASC) to operate the City’s Dial-A-Ride program at a cost not to exceed $500,000.00 annually. The term was from July 10, 2015 through July 9, 2018, with the option of two, one-year extensions based on performance.  Tonight, the City Council is asked to approve Amendment No. 1 that would extend the term from July 10, 2018, through July 9, 2020, and correct the annual cost language to reflect the do-not-exceed amount.                     

 

II.                     RECOMMENDATION

Recommendation

1.                     APPROVE Amendment No. 1 with Administrative Services Cooperative, Inc.

2.                     AUTHORIZE the Mayor to execute the amendment, following approval as to form by the City Attorney.

IV.                     BACKGROUND

The City of Carson’s Dial-A-Ride (DAR) program provides reliable and affordable transportation via taxicabs and lift-equipped mini vans to Carson residents who are at least 60 years of age, or disabled adults who are at least 18 years of age or older. The service is available 24-hours a day, seven days a week, including holidays.  Eligible users can register for the program by providing proof of Carson residency and age. Existing participants are required to renew their membership biannually by providing proof of Carson residency.

Once an applicant pays a $10.00 registration card fee, participants receive a card in the mail which can be used like a debit card. DAR utilizes a card swipe or tap system as the means of paying for trips upon entry and exit of a taxicab. Program participants can purchase a maximum of twenty (20) one-way trips a month at a cost of $2.00 per trip.  The maximum value of each trip cannot exceed $20.00 each way as posted on the taxi meter. As the cost of this service is based on the number of participants and their usage, staff budgets $500,000.00 annually for this program and received $75,078 in revenue for FY 2017/18.  This service is funded by Proposition A. 

There are currently 1,115 users of this service, with many more signing up every week. In FY 2017/18, over 33,000 trips were taken using this service.  For participants of the program, DAR serves as their lifeline to important activities and services, and a means of staying vital and involved in the community. 

Administrative Services Cooperative (ASC) has been the service provider for DAR for many years.  Given ASC’s long-standing history of providing excellent and responsive service to the Carson Community, the City Council is asked to approve Amendment No. 1 that will extend the term of the contract from July 10, 2018, through July 9, 2020.  Additionally, the Amendment will correct the annual cost language to reflect the do-not-exceed amount. 

Staff is currently looking into other modes of transportation to enhance what is currently offered in the City.  One possibility is an approach currently being done as a pilot project in the City of Monrovia called GoMonrovia.  In summary, GoMonrovia provides on-demand ride services utilizing Lyft.  Staff is communicating with their counterparts in Monrovia to obtain additional information on this project.

                     V.                     FISCAL IMPACT

Funds have been budgeted and there will be no fiscal impact to the General Fund.
