CONSIDERATION OF RESOLUTION 19-002 RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 6, 2018 DECLARING THE RESULTS FOR MEASURE CA (CITY COUNCIL)

I. SUMMARY
The General Municipal Election was conducted on Tuesday, November 6, 2018. The Los Angeles County Registrar-Recorder/County Clerk certified the returns of the election on December 3, 2018 and the Board of Supervisors received the presentation of canvass on December 4, 2018. Pursuant to California Elections Code Section 10263, the governing body shall adopt a resolution reciting the facts of the election and the other matters that are enumerated.
II. RECOMMENDATION
Recommendation
1. WAIVE further reading and ADOPT Resolution No. 19-002, “A Resolution of the City Council of the City of Carson, California Reciting the Fact of the General Municipal Election Held on November 6, 2018, Declaring the Result of Measure CA, Adoption of City Charter and Such Matters as Provided by Law.”
2. DIRECT the City Clerk or her designee to cause the adopted Measure CA to be recorded and submitted to the California Secretary of State pursuant to Government Code Sections 34459 and 34460.

IV. BACKGROUND
On August 7, 2018, the City Council adopted Resolution No. 18-104 ordering submission of a measure (City Charter - Measure CA) to the electors of the City.
On November 6, 2018, the General Municipal Election was conducted, and the Los Angeles Registrar-Recorder/County Clerk certified the results of the election on December 3, 2018. The Board of Supervisors accepted the presentation of canvass on December 4, 2018. According to California Elections Code Section 10262(b), “For a consolidated election, the city elections official, upon receipt of the results of the election from the elections official conducting the election, shall certify the results to the governing body, which shall, no later than the next regularly schedule city council meeting following presentation of the 28-day canvass of the returns, or at a special meeting called for this purpose…”
Upon the completion of the canvass, 15,390 voters voted in favor and 11,759 voters voted in opposition of Ballot Measure CA. The governing body shall adopt a resolution reciting the fact of the election and the other matters that are enumerated. Therefore, the City Clerk is submitting Resolution No. 19-002 for adoption. The official canvass of the election shall be attached to said Resolution containing a report of the number of votes cast at every voting precinct in the City of Carson for Measure CA.
Subsequent passage of Resolution No. 19-002, said resolution, the complete text of the charter, and all applicable documentation as required by law shall be recorded and submitted to the Secretary of State for acceptance and filing.
