CONSIDER APPROVAL OF RESOLUTION NO. 18-12-CRJPA RATIFYING CLAIMS AND DEMANDS IN THE AMOUNT OF $3,826,506.42.

I. SUMMARY
Resolution No.18-12-CRJPA authorizes and/or ratifies payment of invoices in the amount of $3,826,506.42 which were submitted for completed work pursuant to contracts and agreements previously approved by the Carson Reclamation Authority Joint Power Authority (CRJPA) Board. The CRJPA Board is being requested to approve the Resolution attached to this report as Exhibit No. 1.
II. RECOMMENDATION
Recommendation
1. WAIVE further reading and APPROVE RESOLUTION NO. 18-12-CRJPA, “A RESOLUTION OF THE CARSON RECLAMATION AUTHORITY RATIFYING CLAIMS AND DEMANDS IN THE AMOUNT OF $3,826,506.42.”
2. AUTHORIZE the Authority Chairman to execute Resolution No. 18-12-CRJPA following approval as to form by the Authority Counsel.

IV. BACKGROUND
Since May 2015, the CRJPA Board has taken a number of actions to move forward the remediation and development of the former Cal-Compact landfill project. Staff, in collaboration with consultants, established systems that allow the review and approval of the work undertaken by the remediation and other contractors, vendors and consultants. Such collaboration ascertained the payment of the cost of commodities and services, in a fair and transparent manner. The property/project-related expenditures are listed in the attached Resolution No. 18-12-CRJPA. Approval of the resolution authorizes and/or ratifies payment of invoices and claims in the amount of $3,826,506.42 which were submitted for completed work pursuant to contracts and agreements previously approved by the CRJPA Board.
As required under California Government Code §37202, a certification as to the accuracy of the claims and demands, and the availability of funds for payment of same is included in the Resolution.
V. FISCAL IMPACT
The total expenditures for this period were $3,826,506.42 which were paid with cash and bond funds of the Carson Reclamation Joint Powers Authority.
CRJPA’s development partners in the 157-acre projects, are mandated to share in the operations and maintenance costs, as governed by their respective reimbursement agreement. The rebates help with project financing and administration, and Macerich, one of the developers, has been remitting their share since 2016.
