SUMMARY OF FUNDING AND MODIFICATIONS FOR EVENTS FOR CALENDAR YEAR 2019 (CITY COUNCIL)

I. SUMMARY
During preparations for the Fiscal Year 2018/19 budget, the City Council considered and approved funding for a number of special events. Since then, additional funding appropriations were made to programs such as the Veterans Day Celebration, the Tree Lighting and Winterfest, the Nate Riddick Volunteer Recognition Banquet, Cinco de Mayo, and Philippine Independence Day. Tonight, the Mayor is requesting a review of current funding for all City special events scheduled for calendar year 2019 in order to consider any budget modifications to these programs. Additionally, staff suggestions to consolidate a number of events in order to increase their respective impact are presented for the City Council’s consideration. Finally, with the recent decision to recognize International Women’s Day, staff is requesting direction regarding whether or not an event will be presented, and, should the City Council authorize a program, allocate funds in support of the event.
II. RECOMMENDATION
Recommendation
TAKE one or more of the following actions:
1. CONSIDER additional funding in the amounts recommended in Exhibit No. 1.
2. CONSIDER maintaining current special event budget levels as shown in Exhibit No. 1.
3. DISCUSS and PROVIDE direction to staff regarding presenting an International Women’s Day event.
4. CONSIDER recommendations to consolidate a number of special events as detailed in Exhibit No. 2.
5. DISCUSS and PROVIDE direction to staff regarding special event funding for calendar year 2019.

IV. BACKGROUND
The City of Carson presents a number of special events annually for the enjoyment of residents. Though the actual quantity varies depending on funding from a variety of sources, Exhibit No. 1 details those events that have been presented consistently throughout the years. The document also shows current appropriations, as well as recommendations for additional funding, should the City Council wish to do so. These suggestions are intended to ensure that the program presented approximates what is expected from a City of Carson special event. Tonight, the Mayor is requesting a review of current funding for all City special events scheduled for calendar year 2019 in order to consider any budget modifications to these programs.
Exhibit No. 2 delineates recommendations for consolidating a number of special events. This action would bring similar programs together in an effort to increase attendance, generate greater interest over a wider swathe of the public, and to more effectively utilize the funds budgeted for these events. As a result, the impact of one large, consolidated event would be significantly greater than smaller, individual programs.
The City Council recently elected to recognize International Women’s. Staff is requesting direction from the City Council regarding its desire to have a program associated with this day. Should the City Council decide to proceed in this direction, funds would need to be appropriated so that planning can commence for a March program.
