CONSIDER APPOINTMENT(S) TO THE BOARD OF THE CARSON RECLAMATION AUTHORITY - ACTING AS THE BOARD OF CFD 2012-1 AND CFD 2012-2 AND THE BOARD OF THE HOUSING AUTHORITY (CFD 2012-1, CFD 2012-2 AND HOUSING AUTHORITY)

I. SUMMARY

This action would consider appointments to the Board of the Carson Reclamation Authority:
* One member of the Planning Commission, nominated by the Chair of the Housing Authority Board and subject to the ratification of the Housing Authority Board; and
* The consideration of any other action in relation to any other seats concerning the CRA Board.

II. RECOMMENDATION
Recommendation

1. ACTING as the Carson Housing Authority Board, ratify the nomination made by the Chair, of a member of the Carson Planning Commission, for a five year term on the Carson Reclamation Authority Board, expiring on December 3, 2023; and
2. TAKE any other actions related to appointments to the CRA Board as the Housing Authority Board and/or the Board of Directors of Community Facilities Districts 2012-1 and 2012-2 deem appropriate.

IV. BACKGROUND

In 2015, Community Facilities Districts 2012-1 and 2012-2, together with the Carson Housing Authority, ratified the Carson Reclamation Joint Powers Authority Agreement and the First Amended Joint Powers Agreement of the Carson Reclamation Authority, dated March 17, 2015, and the Bylaws of the Carson Reclamation Joint Powers Authority.
Pursuant to Section 2.02 of the Bylaws and Section 3.07(b) of the First Amended Joint Powers Agreement, the Chair of the Housing Authority shall (a) make a nomination of a Board member (non-specific qualification), subject to ratification by a majority vote of the Housing Authority Board; (b) nominate a member of the Planning Commission, and (c) nominate a member of the Environmenta...
